1. GENERAL BACKGROUND AND SCOPE OF SERVICES <br />1.1 Definitions <br />The following words as used in this RFP, shall be understood to refer respectively <br />to: <br />Word in RFP <br />Definition <br />"Cit " <br />The City of Santa Ana, California <br />"Department" <br />The several departments and agencies therein <br />"Vendor" <br />The person, firm or corporation with whom the contract is <br />made by City, or the agent or legal representative who may be <br />appointed to represent such person, firm or corporation in the <br />signing and performance of said contract <br />"Proposer" <br />The person, firm or corporation who is responding to this <br />request for proposal <br />1.2 Background <br />The City of Santa Ana provides a full range of services to a population of <br />approximately 300,000. The City operates under a Council -Manager form of <br />government and is organized into twelve departments with approximately 40 <br />locations within the city boundaries. A 16-person Information Services Division, <br />reporting to Finance and Management Services, provides support for personal <br />computers (PCs), central business applications, hardware and telecommunications. <br />There are already many sophisticated systems, numerous local area networks <br />(LANs) and over 900 workstations (PCs Macintoshes and terminals) throughout <br />the City. <br />The City has completed and adopted a comprehensive Information Systems <br />Strategic Plan, which includes a significant expansion of the network and <br />computing infrastructure and a plan for data communications connectivity to the <br />various operating locations. <br />1.3 Overview of Existing Systems <br />The City's existing wide area network (WAN) consists of the following: <br />• One 24 strand fiberoptical cable -based link between City Hall and the <br />Central Library <br />• Ethernet (IOMbps) backbone in City Hall connecting City Hall LANs <br />and computer operating in the Central Computer Center <br />
