PARTIES: The parties to this Memorandum of Understanding (MOU) are Lutheran Social <br />Services of Southern California ("Subrecipient") and the City of Santa Ana, a charter city <br />and municipal corporation organized and existing under the Constitution and laws of the <br />State of California through its Community Development Agency ("City" or "Community <br />Development Agency"). PURPOSE: The Community Development Agency Staff, in conjunction with the <br />Subrecipient, endeavors to establish a cooperative working relationship between the Parties <br />in order to provide program beneficiaries with low -barrier -to -entry domestic violence victim <br />services in Orange County through the Victim Intervention Program (VIP). The MOU <br />establishes the relationship framework between the City of Santa Ana and Lutheran Social <br />Services of Southern California, specifically in the service delivery of the VIP program. The <br />program will provide services that directly assist victims of domestic/victims of intimate <br />partner violence and their children by increasing access to and retaining safe, permanent <br />housing, financial stability, and tailored supportive services to ensure they achieve safety, <br />recovery, and self-sufficiency. The goal is to ensure that all program beneficiaries have <br />access to and benefit from screening and needs assessments, emergency assistance and <br />housing stabilization services, behavioral health counseling, intensive case management, <br />independent living skills, victim advocacy, comprehensive supportive services, and follow- <br />up and evaluation. <br />3. RESPONSIBILITIES: <br />A) The Community Development Agency Staff will perform the following: <br />1) Provide referrals from inquiries from the public to Subrecipient for possible <br />participation in the VIP, as an applicable resource to the public, within the discretion <br />of the Community Development Agency. <br />B) Subrecipient will perform the following: <br />1) Provide intake of referrals from the Community Development Agency and administer <br />the VIP, including but not limited to the following tasks <br />
