3. Preliminary -Screening, Participant Registrations and Eligibility <br />Determination <br />Contractor shall provide preliminary eligibility screening and register <br />potential participants in accordance with SBSDA eligibility guidelines and <br />procedural requirements of the PAN Additionally, Contractor shall <br />provide intake and eligibility determination. Contractor shall assume all <br />liability related to disallowed costs for this activity will be assumed by the <br />Contractor. This process shall include an initial assessment of basic skill <br />needs to determine if individuals are deficient in this area. <br />4. Enrollment <br />Enroll eligible applicants and provide in-depth objective assessment, <br />retraining, job development and placement services in accordance with <br />polices and procedures described by the SBPIC / PAN. In no event are <br />participants to be enrolled and training begin until participants are <br />determined eligible. Contractor is liable for any costs disallowed on <br />individuals enrolled prior to eligibility determination. If 45 days has <br />elapsed since eligibility was determined, a re -certification of eligibility <br />must be done by the Contractor. <br />5. Grievance Procedures <br />Provide SDA and Contractor written grievance/complaint resolution and <br />non-discrimination policies and procedures to applicants and participants <br />with explanation of process. In addition to standard grievance/complaint <br />resolution and non-discrimination procedures, handicapped participants <br />shall also receive grievance/complaint resolution and non-discrimination <br />policies and procedures -applicable to handicapped persons. A document <br />verifying receipt of these documents shall be signed, dated, and <br />maintained in participant file.. <br />6. In-depth Objective Assessment <br />Contractor shall provide in-depth objective assessment to determine at the <br />time of entry, an individual's skill levels and needs for referrals to <br />appropriate training and educational programs leading to employment and <br />is the primary resource for the development of the participant's Individual <br />Service Strategy (ISS) or Individual Reemployment Plan (IRP). <br />Contractor shall administer, score and evaluate interest/values inventories <br />as well as aptitude tests for program participants. Counselors shall assist <br />participants with career exploration, evaluate the transferability of skills, <br />and jointly, with participant, develop an Individual Service Strategy (ISS) <br />plan for retraining and/or placement services. The assessment process <br />shall, at minimum, take into account the participant's family situation; <br />education, basic educational skills; work skills and prior work experience; <br />occupational skills; life circumstances and barriers to participation in <br />32 <br />
