Underground parking provides for higher density residential and retail programs; <br />2. The shared parking concept should provide adequate parking 24 hours a day while <br />at the same time reducing the overall parking footprint; <br />3. The City will obtain financial benefits from parking fees paid by tenants and retail <br />customers; <br />4. Underground parking will make it convenient for shoppers to easily access shops <br />located directly above the parking spaces and reduce the time necessary to walk <br />from an open parking lot to the developed areas; <br />5. Parking will lessen resident and visitor dependency on vehicles within the Specific <br />Plan area; and <br />6. Construction of electric vehicle charging stations will improve air quality by <br />encouraging the use of electric vehicles. <br />R Land Development Infrastructure Improvements <br />The Project conditions of approval are anticipated to require improvements to service the <br />site using the following classifications: <br />1. Storm drainage and water quality management; <br />2. Water and water supply; <br />3. Wastewater treatment; <br />4. Reclaimed water; <br />5. Dry utilities; and <br />6. Solid waste. <br />Although we have discussed some of the benefits described below in other sections, we <br />have included them again here since they are part of the Project conditions of approval. <br />The Community Benefits related to infrastructure include: <br />1. Improvements to the existing Storm Drain Master Plan system; <br />2. Improvements to the City’s water and sanitary sewer systems; <br />3. Construction of reclaimed water improvements; <br />4. Inclusion of Low-Impact Development Best Management Practices (“LID BMPs”); <br />5. Construction of an on-site administrative police substation; <br />6. Various street widenings; <br />7.
