The consultant shall prepare a brief overview of the history and development of Santa Ana in order to determine the contexts in which preliminary evaluations of significance should be made. Detailed context statements, prepared according to National Register Bulletin 16, are optional and may entail research in primary sources. Otherwise, it is anticipated that secondary sources such as those at the library will form the basis for this study; no site -specific or primary research will be within the scope of this project as presently defined. In addition, the Orange County Historical Commission and other interested organizations will be contacted for lists of buildings which they consider to be most significant to the history of' the City. Products: Brief narrative of the history of Santa Ana.or optional context statements (up to five). Revised database incorporating lists of potential resources proposed by the Ad -Hoc Committee, the Historical Commission, and pertinent organizations. 1.3. site inspection of _potential historic resources. A preliminary, "windshield", survey of all the properties included in the database will be made by the consultants. The purposes of this exercise are several. It will enable the consultant to make recommended evaluations based on visual (i.e., architectural) criteria and neighborhood context. Tentative identifications of potential districts, district boundaries, and contributing features will also be made. At the conclusion of the windshield survey, the consultants, in conjunction with staff, will prioritize the database for evaluation. It is understood that buildings of the :highest potential significance and/or which are located within existing or potential historic districts will be given the highest priority for review. Product: Proposed agendas for the Ad -Hoc Committee's evaluation of potential architectural and historical resources. 1.4. _Development of evaluation procedure. The consultants will assemble materials relating to the evaluation - of resources, including previously published' materials and research guidelines for Santa Ana buildings. If appropriate, a work sheet for evaluation will be designed. The first meeting of the Ad -Hoc Committee will be scheduled to,distribute the evaluation manual and to review the evaluation process and categories (see below). The consultants will lead this training session, using slides or other illustrative materials to demonstrate the process. Product: Evaluation guide. 1.5. Evaluation of potential historic resources. The consultants shall conduct four meetings (including the initial, 2
