The consultant shall prepare a brief overview of the history and <br />development of Santa Ana in order to determine the contexts in <br />which preliminary evaluations of significance should be made. <br />Detailed context statements, prepared according to National <br />Register Bulletin 16, are optional and may entail research in <br />primary sources. Otherwise, it is anticipated that secondary <br />sources such as those at the library will form the basis for this <br />study; no site -specific or primary research will be within the <br />scope of this project as presently defined. In addition, the <br />Orange County Historical Commission and other interested <br />organizations will be contacted for lists of buildings which they <br />consider to be most significant to the history of' the City. <br />Products: Brief narrative of the history of Santa Ana.or optional <br />context statements (up to five). Revised database incorporating <br />lists of potential resources proposed by the Ad -Hoc Committee, the <br />Historical Commission, and pertinent organizations. <br />1.3. site inspection of _potential historic resources. <br />A preliminary, "windshield", survey of all the properties included <br />in the database will be made by the consultants. The purposes of <br />this exercise are several. It will enable the consultant to make <br />recommended evaluations based on visual (i.e., architectural) <br />criteria and neighborhood context. Tentative identifications of <br />potential districts, district boundaries, and contributing features <br />will also be made. At the conclusion of the windshield survey, the <br />consultants, in conjunction with staff, will prioritize the <br />database for evaluation. It is understood that buildings of the <br />:highest potential significance and/or which are located within <br />existing or potential historic districts will be given the highest <br />priority for review. <br />Product: Proposed agendas for the Ad -Hoc Committee's evaluation of <br />potential architectural and historical resources. <br />1.4. _Development of evaluation procedure. <br />The consultants will assemble materials relating to the evaluation - <br />of resources, including previously published' materials and <br />research guidelines for Santa Ana buildings. If appropriate, a <br />work sheet for evaluation will be designed. The first meeting of <br />the Ad -Hoc Committee will be scheduled to,distribute the evaluation <br />manual and to review the evaluation process and categories (see <br />below). The consultants will lead this training session, using <br />slides or other illustrative materials to demonstrate the process. <br />Product: Evaluation guide. <br />1.5.
