City of Santa Ana <br />Proposed Sav-on and hive Work Lofts EIR <br />Aesthetics— MBA staff will prepare the aesthetics analysis for the proposed project. The potential <br />visual compatibility impacts from use of the proposed project will be evaluated through the use of <br />ground -level site photographs from sensitive viewpoints near the project site. The visibility of the <br />project, alteration of the visual setting, and sensitivity of viewpoints will also be discussed. MBA <br />will also review the City's Urban Design Element to determine the project's consistency with the <br />Element's goals and policies. Mitigation measures will be recommended, if necessary, to reduce any <br />significant impacts. <br />Historical Resources— Greenwood and Associates is preparing a historical evaluation of the onsite <br />structure for the City of Santa Ana. MBA will review and incorporate the findings into the EIR. <br />Hazardous Materials — A Phase I Hazardous Materials assessment will be prepared by the <br />applicant. MBA will review and summarize the findings of the report and incorporate them into <br />the EIR. MBA assumes that the Phase I assessment will be adequate to incorporate into the EIR. <br />If the assessment is not adequate, MBA assumes that the applicant will revise the assessment. <br />Hydrology/Drainage— An analysis of hydrology and drainage issues associated with the proposed <br />project will be conducted for the proposed project based on information provided by City staff. <br />Increases in storm water runoff from the site as well as the capability of downstream drainage systems <br />will be obtain from City staff. If necessary, mitigation measures will be included to reduce potential <br />significant impacts to less than significant. <br />Noise— A noise analysis will be prepared for the project by RK Engineering Group, Inc. The <br />analysis will focus on short-term construction and long-term operational impacts of the proposed <br />project. A detailed discussion of the scope of work for the noise analysis is provided in Attachment <br />D. MBA will summarize the findings of the noise study and incorporate them into the EIR. <br />Public Services— MBA staff will coordinate with City staff to assess potential impacts to police and <br />fire services that are currently provided to the project site. MBA will send the fire and police <br />departments letters describing the project and requesting documentation of existing and planned <br />capacities. Anticipated impacts will be assessed, and appropriate mitigation measures will be <br />recommended. <br />Transportation/Traffic— A traffic analysis will be prepared for the project by RK Engineering <br />Group, Inc. This analysis will include level of service analysis at five intersections in the study area. <br />A detailed discussion of the scope of work for the traffic analysis is provided in Attachment E. MBA <br />will summarize the findings of the traffic study and incorporate them into the EIR. <br />Public Utilities -MBA staff will coordinate with city staff and affected public utility purveyors to <br />assess potential impacts of the proposed project. <br />The following utility systems will be analyzed: <br />• Electricity <br />• Natural Gas <br />• Water Supply <br />• Sewer/Wastewater <br />• Solid Waste Disposal <br />C:\WINDOWS\Temporary Intemet Plies\oLICBI IO\SantaAnaSav-on.doe 4 <br />
