City of Santa Ana <br />Proposed Sav-on and .Live Work Lofts EIR <br />pertinent issues. Cumulative projects will be discussed within each technical section. Growth - <br />inducing impacts will be evaluated separately in the EIR. <br />Effects Found to be Not Significant <br />MBA will describe effects found to be not significant, in accordance with Section 15128 of the State <br />CEQA Guidelines, by listing there with brief explanations of why they are not significant, or by <br />referral to the Initial Study. Based on MBA's knowledge of the project area, MBA anticipates that <br />the following environmental issues will result in no significant impacts either before or after the <br />implementation of Mitigation Measures- <br />0 Agricultural Resources <br />• Air Quality <br />• Biological Resources <br />• Archaeology <br />• Paleontology <br />• Geology/Soils <br />• Water Quality <br />• Mineral Resources <br />• Population/Housing <br />• Recreation <br />• Schools <br />Those issues that will include an evaluation that are expected to have mitigation measures are as <br />follows: short-term air quality, archaeology, geology/soils, and water quality. If during the <br />preparation of the IS or in responses received on the NOP any of the above issues are found to <br />result in potentially significant impacts that cannot be mitigated, these issues will require <br />evaluation in the EIR. Revisions to the scope and budget will be discussed with the. City at that <br />time. <br />Establishment of Thresholds of Significance <br />MBA will work with the City to establish thresholds of significance for each environmental issue <br />to be addressed in the EIR. In addition to the general standards of significance identified in the <br />CEQA Guidelines, there are established thresholds applicable to this project including air quality <br />(South Coast Air Quality Management District), traffic (City of Santa Ana), and noise (City of <br />Santa Ana)). The thresholds will be stated in each technical section of the EIR in order that the <br />reader can clearly understand the analytical process used to identify potential project effects. It is <br />anticipated that presently established thresholds will primarily be used. <br />Effects Identified as Potentially Significant <br />MBA will conduct an environmental analysis of the proposed project, which will include <br />documenting baseline conditions, conducting project and cumulative impact evaluations, and <br />formulating mitigation measures for each environmental issue. For each issue area, a determination <br />of the level of significance subsequent to the implementation of mitigation measures will be <br />provided.
