2.3 OBJECTIVES <br />MRC's GRIP service will enable the City to actively improve fairness, equity <br />and fiscal self-reliance by developing and implementing revenue <br />enhancement strategies that capitalize on strengths and opportunities and <br />minimize or eliminate weaknesses and threats through applications such as: <br />■ Economic Development <br />o Business Retention <br />o Business Expansion <br />o Business Cooperation <br />o Business Attraction <br />■ Land Use Planning <br />■ Tax Structuring <br />By relating Santa Ana's economic base to its tax sources, in terms of revenue <br />generation, GRIP provides the City with an informed basis for strategic <br />decision -making based on: <br />■ Economic Base Analysis <br />■ Fiscal Impact Analysis <br />■ SWOT* Analysis <br />■ Tax Code Effectiveness Analysis <br />Through Revenue Strategies Worksessions, MRC's GRIP service facilitates: <br />■ City Goal Setting <br />■ Understanding Interrelatedness of Taxes & Economic Base <br />■ Identification & Analyses of City's SWOTs* <br />■ Exploration, Development and Prioritization of Strategies <br />■ Consensus Building <br />■ Action Plan Implementation <br />Consistent with the objectives listed above, MRC's GRIP service will be <br />particularly valuable in assisting the City with its planned bond issuance <br />and development/implementation of a strategic plan for economic <br />development. <br />* Strengths, Weaknesses, Opportunities, Threats <br />10 <br />
