Encouragement of sustainable land use strategies to reduce energy and water <br />consumption, waste and noise generation, soil contamination, air quality impacts, <br />and light pollution. <br />9. Bus service to the Santa Ana Metrolink and ARTIC train stations and John Wayne <br />Airport. <br />10. Inclusion of natural processes to capture rainwater runoff by adopting policies to <br />achieve sustainable electric power, including passive climate control systems. <br />11. Confirmation with policies of Federal, State, and regional agencies to identify and <br />regulate the disposal and storage of hazardous materials, prevent the illegal <br />transportation and disposal of hazardous waste, and facilitate the cleanup of <br />contaminated sites. <br />L Noise and Vibration <br />Kimley-Horn prepared the "Acoustical Assessment for the Related Bristol Specific Plan <br />Project," dated May 2023, for the City. The report proposed numerous mitigation measures <br />that should provide the following Community Benefits to the City: <br />1. Construction activity is limited to the hours between 7 AM to 8 PM, Monday through <br />Saturday, as prescribed in the City's Municipal Code Section 18-314(e), with the <br />exception of concrete pour activities that might occur outside of these hours. <br />Construction is prohibited on Sundays. <br />2. During the entire active construction period, equipment and trucks used for Project <br />construction shall use the best available noise control techniques. For instance, the <br />use of noise -producing signals, such as horns, whistles, alarms, and bells, shall be for <br />safety and warning purposes only. <br />3. Preparation of detailed acoustical studies based on architectural plans shall be <br />prepared by a qualified acoustical consultant to demonstrate compliance with the <br />General Plan Noise Element. <br />4. The Project's construction activities would be mitigated in order to reduce <br />construction noise levels. Construction noise will be periodic and temporary noise <br />impacts that will cease upon the completion of construction activities. <br />M Greenhouse Gas ("GHG") Emissions <br />Kimley-Horn prepared the "GHG Emissions Assessment for the Related Bristol Specific Plan <br />Project" in May 2023. The purpose of a GHG emissions study is to identify if a project creates <br />new air quality impacts that will result from the development of the site and, if so, whether <br />there any mitigation measures available that may be implemented. <br />The South Coast Air Quality Management District ("SCAQMD") is the agency whose primary <br />responsibility is to maintain a clean air policy by establishing and enforcing the control of <br />GHG emissions.
