ta <br />www.FinanceDTA.com <br />SECTION VI <br />ADDITIONAL COMMUNITY <br />BENEFITS TO THE CITY <br />both during construction and during post -construction operations, to review the impact on <br />air quality resulting from development of the Project. The report suggests a list of mitigation <br />steps that should be adopted by the Developer to reduce the air quality impacts. Its <br />conclusion is as follows'O: <br />"It is generally the case that an individual project of this size and nature is of <br />insufficient magnitude by itself to influence climate change or result in a substantial <br />contribution to the global GHG inventory. GHG impacts are recognized as <br />exclusively cumulative impacts; there are no non -cumulative GHG emission impacts <br />from a climate change perspective. The additive effect of Project -related GHGs <br />would not result in a reasonably foreseeable cumulatively considerable contribution <br />to global climate change. In addition, the proposed Project, as well as other <br />cumulative related projects, would be subject to all applicable regulatory <br />requirements, which would further reduce GHG emissions. The proposed Project <br />would be consistent with the applicable GHG reduction plans, including City's <br />CAP, SCAG's Connect SoCal, and the CARB Scoping Plan. As a result, the Project <br />would not conflict with any applicable GHG reduction plans and the Project's <br />cumulative contribution of GHG emissions would be less than cumulatively <br />considerable." <br />N Pedestrian and Bicycle -Oriented Improvements <br />By combining residential and retail components within a 41-acre parcel, the Project will <br />encourage pedestrian activity through the creation of a pedestrian -only green linkage that <br />will connect major public open spaces and other uses throughout the entire Project. <br />Bicycle mobility, including the use of scooters, is currently provided via Class II bike lanes <br />located along South Bristol Street. Proposed South Bristol Street improvements include <br />upgrading the southbound bike lane to a Class I bike lane, which includes a planted buffer <br />separation between vehicular and bicycle travel lanes, in conjunction with commercial, <br />office, and residential spaces implementing like-minded projects. Proposed West <br />MacArthur Boulevard improvements include the construction of Class II bike lane. <br />Community Benefits to be realized from pedestrian -oriented improvements include the <br />following: <br />1. Reduction in VMT and related air quality impacts; <br />2. Creation of a safe environment for pedestrians, especially if the Project meets its <br />intended goals of active day and nighttime activity; and <br />3.
