City of Santa Ana <br />August 31, 2023 <br />Page 3 <br />Further yet, a review of Table C indicates that the change in saturation flow would <br />also have a negligible effect on the length of queue under existing traffic conditions <br />based the queueing analysis results for Intersection No. 30 - Bristol Avenue at I-405 <br />NB Ramps. <br />As such, it is concluded that the findings and conclusions documented for the <br />remaining eight (8) Caltrans locations under existing and future traffic conditions as <br />reported in the Memorandum prepared by Linscott Law & Greenspan Engineers on <br />August 16, 2023, remain unchanged and are valid. <br />Relative to the "missing information", the southbound right -turn at Intersection No. <br />31 - Bristol Avenue at I-405 SB Ramps is a free (uncontrolled) movement and <br />therefore has been appropriately excluded from the intersection calculation, and <br />hence this is the reason the appendix does not show a saturation flow rate for that <br />movement. <br />Attachment 1 includes the supplemental HCM/LOS calculations for the comparative <br />assessment prepared for Bristol Avenue at I-405 NB Ramps. <br />* * * * * * * * * * * <br />We appreciate the opportunity to provide this Memorandum.
