Response to Comment L22: Douglas Richardson dated August 12, 2024 <br />Comment L22.1: This comment states that the commenter is against the proposed Project due to the Projects <br />size and scope, length of time to complete, the upending of residents and businesses, and environmental <br />impacts. <br />Response L22.1: The comment does not provide substantial evidence of a significant environmental impact <br />or the need to recirculate the Draft Supplemental EIR. A general response to a general comment is sufficient. <br />(Browning -Ferris Indus. v. City Council (1986) 181 Cal.App.3d 852, 862.) The Draft Supplemental EIR <br />provides an accurate and thorough analysis of all of the Project's potential environmental impacts pursuant <br />to CEQA. As discussed throughout the Draft Supplemental EIR, mitigation measures would be required for <br />impacts related to air quality, cultural resources, geology and soils, greenhouse gas emissions, hazards and <br />hazardous materials, noise, and tribal cultural resources as these impact areas are potentially significant <br />after the imposition of existing regulations and standards conditions. <br />As detailed throughout the Draft Supplemental EIR, specifically in Sections 3.0 Project Description, and 5.8 <br />Land Use and Planning, the proposed Project is within the General Plan allowable density for the site. The <br />existing General Plan District Center High (DC-5) land use designation has an allowable density of 125 <br />dwelling units per acre (du/ac) and maximum height of 25 stories, and the proposed development would <br />result in a maximum density of 91 du/ac, which is 34 du/ac below the maximum allowed by DC-5, which <br />was evaluated previously by the City in the GPU FEIR. Therefore, additional demands from buildout of the <br />site have also been cumulatively evaluated as part of buildout of the City. <br />The commenter incorrectly states that residents would be relocated due to implementation of the proposed <br />Project, however there are currently no residents located within the Project site. <br />
