a Apply water at least three times daily to active soil -disturbing activities. <br />o Tarp and/or maintain a minimum of 24 inches of freeboard on trucks hauling dirt, sand, <br />soil, or other loose materials. <br />o Limit onsite vehicle travel speeds on unpaved roads to 15 miles per hour. <br />o Install wheel washers for all exiting trucks or wash off all trucks and equipment leaving <br />the project area. <br />• All off -road diesel -powered construction equipment greater than 50 horsepower meets <br />California Air Resources Board Tier 4 Final off -road emissions standards. Requirements for <br />Tier 4 Final equipment shall be included in applicable bid documents and successful <br />contractor(s) must demonstrate the ability to supply such equipment. A copy of each <br />equipment's Best Available Control Technology (BACT) documentation (certified tier <br />specification or model year specification), and GARB or SCAQMD operating permit (if <br />applicable) shall be provided to the City at the time of mobilization of each applicable unit <br />of equipment. <br />• Construction equipment shall be properly maintained according to manufacturer <br />specifications. All equipment maintenance records and data sheets, including design <br />specifications and emission control tier classifications shall be kept onsite and furnished to the <br />lead agency or other regulators upon request. <br />• All construction equipment and delivery vehicles shall be turned off when not in use, or limit <br />onsite idling for no more than 5 minutes in any 1 hour. <br />• Onsite electrical hook ups to a power grid shall be provided for electric construction tools <br />including saws, drills, and compressors, where feasible, to reduce the need for diesel powered <br />electric generators. Construction contracts shall require all off -road equipment with a power <br />rating below 19 kilowatts (25 horsepower) (e.g., plate compactors, pressure washers, etc.) <br />used during project construction be battery powered. <br />• Prepare a construction traffic control plan detailing the locations of equipment staging areas, <br />material stockpiles, proposed road closures, and hours of construction operations, and <br />designing the plan to minimize impacts to roads frequented by passenger cars, pedestrians, <br />bicyclists, and other non -truck traffic. <br />• Provide information on transit and ridesharing programs and services to construction <br />employees. <br />B. Cultural Resources <br />Impact Finding: The Project would not cause a substantial adverse change in the significance of an <br />archaeological resource pursuant to CEQA Guidelines Section 15064.5 (Draft Supplemental EIR at <br />p. 5.2-15 ). <br />Changes or alterations have been required in, or incorporated into, the Project that avoid or <br />substantially lessen the significant environmental effect identified in the Draft Supplemental EIR, <br />
