Groundwater Basin: The geographic scope for cumulative impacts related to the groundwater <br />basin is the Orange County Basin. The cumulative impacts are evaluated in light of development <br />projections in the recent City General Plan update and GPU FEIR that evaluates conditions <br />contributing to the cumulative effects to the groundwater basin. The volume of water that would be <br />needed by the proposed Project is within the anticipated groundwater pumping volumes. Therefore, <br />the proposed Project would not result in changes to the projected groundwater pumping that would <br />decrease groundwater supplies. As a result, the proposed Project would not generate impacts <br />related to the groundwater basin that have the potential to combine with effects from other projects <br />to become cumulatively considerable. Therefore, cumulative impacts related to the groundwater <br />basin would be less than significant. (Draft Supplemental EIR at pp. 5.7-1 8 through 5.7-19.) <br />K. Land Use and Planning <br />The cumulative study area for land use and planning includes the City of Santa Ana and nearby <br />areas in the City of Costa Mesa. The vicinity of the Project site includes numerous projects within the <br />City of Santa Ana and City of Costa Mesa. A large portion of these projects consist of multi -family <br />residential, commercial, and office developments; which are similar, consistent, and complementary <br />to the proposed Specific Plan mixed -use development. <br />The proposed Project would not physically divide an established community. Therefore, the <br />proposed Project would not have the potential to have a cumulatively considerable impact related <br />to physically dividing communities. Also, the proposed Project would implement the GPU land use <br />designation of the Project site and South Bristol Street Focus Area objectives. The site is located <br />within a TPA and a High -Quality Transit Corridor, and the proposed Project is consistent with the <br />SCAG's 2020 Connect RTP%SCS. The proposed Project is consistent with the SNA AELUP policies. <br />Also, the proposed Project is consistent with all of the relevant GPU goals and policies. Furthermore, <br />the proposed zone change would provide consistency with the existing GPU land use designation <br />and focus area development objectives. Because the proposed Project would implement the GPU <br />and would not result in conflicts with an applicable land use plan, policy, or regulation of an agency <br />with jurisdiction over the proposed Project, which has the purpose of avoiding or mitigating an <br />environmental effect, the proposed Project would not cumulatively contribute to such an impact that <br />could occur from related projects. As a result, cumulative impacts related to land use and planning <br />from the proposed Project would not be cumulatively considerable. (Draft Supplemental EIR at p. <br />5.8-48.) <br />L. Mineral Resources <br />The Project would have an impact on mineral resources because there are no known mineral <br />resources present on the Project site nor is the Project site located within an area known to contain <br />locally important mineral resources. (Draft Supplemental EIR at p. 5.6-10.) No cumulative impacts <br />would occur. <br />M. Noise <br />Cumulative noise assessment considers development of the proposed Project in combination with <br />ambient growth and other development projects within the vicinity of the proposed Project. As noise <br />is a localized phenomenon, and drastically reduces in magnitude as distance from the source <br />
