The Modified Project is not anticipated to result in any physical impacts on the environment. <br />The Modified Project would only affect existing structures and, as described in Section 2.1, is reaffirming <br />existing law within the city. It should be noted that the Modified Project would improve the connectivity of <br />existing communities by improving the compatibility of existing uses and preserving the character and integrity <br />of existing neighborhoods (Land Use Element Goal 3) through the prohibition of STRs within long-term <br />residential neighborhoods. <br />No impact would occur. The Modified Project would not result in any new or more severe significant impacts <br />than those identified in the GP EIR. <br />GP EIR RR LU-1, RR LU-2, and RR HAZ-7 are not applicable to the Modified Project because the Modified <br />Project does not require construction. The Modified Project would not obstruct the City's ability to implement <br />applicable GP policies. <br />4.12 MINERAL RESOURCES <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />MIN-1 Result in the loss of availability of a known mineral resource that would be a value to the <br />region and the residents of the state? <br />MIN-2 Result in the loss of availability of a locally important mineral resource recovery site delineated <br />on a local general plan, specific plan or other land use plan? <br />Summary of Impacts in the GP EIR <br />As discussed in Section 5.11, Mineral Resources, of the GP EIR, most of the plan area is mapped Mineral <br />Resource Zone (MRZ) 3, areas where the significance of mineral deposits cannot be determined from available <br />data. MRZ-1, areas where no significant mineral resources are present, are in the southeast of the city, and in <br />the northeast of the City are MRZ-2, areas where significant mineral resources are known or very likely to <br />occur (GP EIR 5.11-6-5.11-7). However, no mineral resource sectors and active or inactive mines are in the <br />plan area. Additionally, the Approved Project would increase the demand for aggregate, and especially PCC- <br />grade aggregate, in the Orange County-Temescal Valley P-C Region but would not decrease availability of <br />mineral resources. Therefore, with adherence to GP policies, the Approved Project would result in a less than <br />significant impact on mineral resources. <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the city. <br />Additionally, the existing conditions related to mineral resources have not changed; the City's MRZs are <br />consistent with the GP EIR and the City does not contain any active or inactive mines or mineral resource <br />sectors (CDC 2024a, 2024b). The Modified Project would not change the significance conclusions in the <br />Resolution No. 2024-072 <br />Page 48 of 67 <br />
