4.4 BIOLOGICAL RESOURCES <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />B10-1 Have a substantial adverse effect, either directly or through habitat modifications, on any <br />species identified as a candidate, sensitive, or special status species in local or regional plans, <br />policies, or regulations, or by the California Department of Fish and Wildlife. or U.S. Fish and <br />Wildlife Service? <br />B10-2 Have a substantial adverse effect on any riparian habitat or other sensitive natural community <br />identified in local or reglonal plans, policies,, regulations or by the California Department of <br />Fish and Wildlife or US. Fish and Wildlife Service? <br />B10-3 Have a substantial adverse effect on state or federally protected wetlands (including, but not <br />limited to, marsh, vernal pool, coastal, etc.) through direct removal, filling, hydrological <br />interruption, or other means? <br />B10-4 Interfere substantially with the movement of any native resident or migratory fish or wildlife <br />species or with established native resident or migratory wildlife corridors, or impede the use <br />of native wildlife nursery sites? <br />B10-5 Conflict with any local policies or ordinances protecting biological resources, such as a tree <br />preservation policy or ordinance? <br />B10-6 Conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community <br />Conservation Plan, or other approved local, regional, or state habitat conservation plan? <br />Summary of Impacts in the GP EIR <br />As discussed in Section 5.3, Biological Resources, of the GP EIR the Approved Project would allow <br />development within the City's S01, and five special status species have the potential to eXist in the region <br />(GP EIR p. 5.3-17-20). The Approved Project would change the land use designation on certain parcels for <br />development, however, none of the parcels currently have sensitive vegetation. Future development site - <br />specific analysis would be required for development and could reveal unknown biological resources (GP EIR <br />p. 5.3-20). The GP EIR determined that with implementation of NM B10-1 and applicable GP policies and <br />compliance with RR B-1 through RR B-5, a less than significant impact on riparian or other sensitive natural <br />communities would occur. <br />The Approved Project would not impact wetlands and jurisdictional waters because the GP would not change <br />land use designations of the Santa Ana River, Santiago Creek, and channels; thus, a less than significant impact <br />would occur (GP EIR p. 5.3-20). <br />The GP EIR determined that d-le Approved Project would intensify development within the city, which could <br />impact wildlife movement (GP EIR p. 5.3-20-5.3-21).
