The GP EIR RRs CUL-1 through CUL-6 are not applicable to the Modified Project because the Modified <br />Project does not include any construction activities which have the potential to impact historical resources, <br />archeological resources, and human remains. The Modified Project would not obstruct the Citys ability to <br />implement applicable GP policies. <br />The GP EIR Tells CUL-1 though CUL-7 are not applicable to the Modified Project because the Modified <br />Project is not a development project. <br />4,6 ENERGY <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />EN-1 Result in potentially significant environmental impact due to wasteful, inefficient, or <br />unnecessary consumption of energy resources, during project construction or operation.? <br />EN-2 Conflict With or obstruct a state or local plan for renewable energy or energy efficiency? <br />Summary of Impacts in the GP EIR <br />As discussed in detail in Section 5.5., Energy, of the GP EIR, the Approved Project, with compliance with <br />RR E-1 through RR E-4, RR E-6, and RR E-7 and the implementation of applicable GP policies related to <br />energy, impacts related to wasteful, inefficient, or unnecessary energy consumption during construct -ton and <br />operation would be less than significant (GP EIR p. 5.5-19). The GP EIR determined that, with compliance <br />with RR E-5 and implementation of applicable GP policies related to energy, impacts of the Approved Project <br />related to a conflict or obstruction of a State or local plan for renewable energy or energy efficiency would be <br />less than significant (GP EIR p. 5.5-20). <br />Analysis of the Modified Project <br />The Modified Project expressly prohibits STRs in the Cite. The Modified Project would not require <br />development, redevelopment, or changes to existing development types in the city; construction -related energy <br />consumption would not occur under the Modified Project. The Modified Project is not anticipated to result in <br />physical impacts on the environment. The operational activities associated with long-term rentals or permanent <br />residences would be consistent with the operational activities analyzed in the GP EIR for residential uses. No <br />impact would occur. The Modified Project would not result in any new or more severe significant impacts than <br />those identified in the GP EIR. The Modified Project would not obstruct the City's ability to implement <br />applicable GP policies. <br />The GP EIR RR H-1 through RR E-7 are not applicable to the Modified Project because the Modified Project <br />is not a development project. <br />Ordinance NS-3072 <br />
