GP EIR RR U-1 through RR U-1 1, RR HYD-1, and RR HYD-4 are not applicable to the Modified Project <br />because the Modified Project does not require construction to be implemented. The Modified Project would <br />not obstruct the City's ability to implement applicable GP policies. <br />4.20 WILDFIRE <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />'VF-1 Substantially impair an adopted emergency -response plan or emergency evacuation plan? <br />WF-2 Due to slope, prevailing -%vinds, and other factors, exacerbate wildfire risks, and thereby expose <br />project occupants to Pollutant concentrations from a wildfire or the uncontrolled spread of a <br />wildfire? <br />WF-3 Require the installation or maintenance of associated infrastructure (such as roads, fuel breaks, <br />emergency water sources, power lines or other utilities) that may exacerbate fire risk or that <br />may result in temporary or ongoing impacts to the environment? <br />W-4 Expose people or structures to significant risks, including downslope or downstream flooding <br />or landslides, as a result of runoff, post -fire slope instability, or drainage changes? <br />Summary of Impacts in the GP EIR <br />As discussed in Section 8.2. wildfire, of the GP EIR, the City of Santa Ana is not in or near a State <br />Responsibility Area (SRA) or lands classified as very high fire hazard severity zone (FHSZ), and no area within <br />the city is in the wildland-urban interface (VVUI) (GP EIR p. 8-2). The Approved Project would allow for <br />development within the City; however, because the City is not within an SRA, very high FHSZ, or \VUI, no <br />impacts -,.vould occur. The GP EIR concluded the remaining wildfire questions in Appendix G are not relevant <br />to the GP EIR. <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the cite. <br />Additionally, the existing conditions for wildfire hazard indicators (SRA, FHSZ and V`U1) have not changed; <br />the city is with -in a Local Responsibility Area (LRA) and does not contain any land with a very high FHSZ; and <br />the City does not contain any areas in an 'VVUl (CAL FIRE 2024; USDA 2024). The Modified Project would <br />not change the significance conclusions in the GP EIR. No impacts would occur. The Modified Project would <br />not result in any new or more severe significant impacts than those identified in the GP EIR. <br />4.21 MANDATORY FINDINGS OF SIGNIFICANCE <br />According to Appendix G of the CEQ-zA, Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />Ordinance NS-3072 <br />
