M- I Does the project have the potential to substantially degrade the quality of the environment, <br />substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population <br />to drop below self-sustaining levels, threaten to eliminate a plant or animal community, <br />substantially reduce the number or restrict the range of a rare or endangered plant or animal <br />or eliminate important examples of the major periods of California history or prehistory? <br />NI-2 Does the project have Impacts that are individually limited, but cumulatively considerable? <br />("Cumulatively considerable" means that the incremental effects of a project are considerable <br />when viewed in connection wide the effects of past projects, the effects of other current <br />projects, and the effects of probable future projects.) <br />M-3 Does the project have environmental effects which will cause substantial adverse effects on <br />buman beings, either directly or indirectly? <br />Summary of Impacts in the GP EIR <br />This s ection was not included in the GP EIR. <br />Analysis of the Modified Project <br />Based on the analysis provided in this Addendum, it can be determined that there are no new circumstances <br />that require major revisions to the GP EIR, and the Modified Project would not result in any new or more <br />severe significant impacts than those identified in the GP EIR. <br />As previously discussed, the Modified Project entails an amendment to the SAMC that would add Article XXI <br />to Chapter 8 of the SAMC to provide definitions, identify prohibited uses, and identify violations of the Article. <br />The Modified Project would not require development, redevelopment, or changes to existing development <br />types in the city. The Modified Project would continue the City's practice of requiring residential units illegally <br />operating as STRs to cease and revert to the permitted uses identified under the existing underlying land use <br />designation and zoning through code enforcement. Operation of long-term rentals or permanent residences <br />would be consistent with the operational activities analyzed in the GP EIR for residential uses. Because the <br />Modified Project is not a development project, the Modified Project would not have the potential to degrade <br />the quality of the environment related to impacts to biological resources, to eliminate important examples of <br />major California history or prehistory, or result in environmental effects that would cause substantial adverse <br />effect on human beings. Additionally, the Modified Project would not result in any new or more severe <br />cumulatively significant impact as there are no new impacts beyond those identified in the GP EIR. <br />Ordinance NS-3072 <br />
