Analysis of the Modified Project Based on the analysis provided in this Addendum, it can be determined that there are no new circumstances that require major revisions to the GP EIR, and the Modified Project would not result in any new or more severe significant impacts than those identified in the GP EIR. As previously discussed, the Modified Project entails an amendment to the SAMC that would add Article XXI to Chapter 8 of the SAMC to provide definitions, identify prohibited uses, and identify violations of the Article. The Modified Project would not require development, redevelopment, or changes to existing development types in the city. The Modified Project would continue the City's practice of requiring residential units illegally operating as STRs to cease and revert to the permitted uses identified under the existing underlying land use designation and zoning through code enforcement. Operation of long-term rentals or permanent residences would be consistent with the operational activities analyzed in the GP EIR for residential uses. Because the Modified Project is not a development project, the Modified Project would not have the potential to degrade the quality of the environment related to impacts to biological resources, to eliminate important examples of major California history or prehistory, or result in environmental effects that would cause substantial adverse effect on human beings. Additionally, the Modified Project would not result in any new or more severe cumulatively significant impact as there are no new impacts beyond those identified in the GP EIR. Ordinance NS-3072
