TAIT & Associates, Inc. <br />On -Call Water Resources Engineering Services <br />d. Understanding of Need <br />Approach <br />Public works engineering contracts require careful planning, effective communication, and rp ecise <br />execution. For each project assigned to TAIT, we will employ our proven 5 step project management <br />protocol(Understand-->Assign-->P1an4Execute4QA/QC) in order to ensure a successful project: <br />UNDERSTAND: Upon receipt of an RFP from the City, TAIT will conduct a cursory project review and will <br />research existing conditions in order to ensure we have a full understanding of the scope. We will meet <br />with the City to discuss the project in an effort to understand the City's needs, and will coordinate with <br />and obtain design requirements from all stakeholders or jurisdictions that will be affected by the <br />project. All records obtained during the proposal will be compiled for future reference and benefit <br />during the design phase. <br />ASSIGN: TAIT's engineering division has expertise in public works water, sewer, roadway, storm drain, <br />hydrology/hydraulics, pre/post construction water quality control, surveying, and minor structural <br />engineering and analysis. Based on the scope of the project, TAIT's project manager will assign a lead <br />project engineer to each contract whose background best matches the needs of the project. Key sub - <br />consultants such as geotechnical, traffic, landscaping, environmental, and MEP team members will then <br />be assigned to the project at this phase based on the needs of the project. <br />PLAN: We will prepare and submit a clear and concise scope of work, project schedule, and fee proposal <br />that includes all necessary tasks to successfully complete the contract. Key considerations in the <br />planning phase will include the funding source (local/state/federal) and associated <br />permitting/documentation requirements, stakeholder requirements/needs, level of design detail <br />desired by the City (plan/plan & profile), storm water quality requirements, coordination and meeting <br />needs, and the overall scheduling needs. <br />EXECUTE: Upon issuance of the notice to proceed, TAIT will actively and effectively execute the scope of <br />work for the contract. Our assigned project manager will stay in constant contact with the City and will <br />remain available and responsive to the City's needs through the life of the project. <br />A C: The final component to each of our projects is the implementation of our Quality <br />Assurance/Quality Control (QA/QC) program. Our QA/QC Program focuses on the following four <br />primary objectives: <br />• Ensure that a quality design has been provided to the City, by following established in-house <br />design checklists that meets our own requirements as well as the agency's, <br />• Verify that different disciplines and agencies have been coordinated with in the development of <br />the design plans, <br />• Verify that the proposed improvements are able to be constructed, and <br />• Verify that a cost effective analysis approach was followed to achieve the City's specific project <br />goals and objectives. <br />TAIT utilizes a Total Quality Management approach. TAIT's philosophy is that quality control begins at <br />day one and does not end until the project is constructed. <br />+` TAITn41FX6E Page 15 <br />1 <br />
