1.8 Disproportionate Housing Needs <br />Housing problems in Santa Ana were calculated using HUD’s 2023 Comprehensive Housing <br />Affordability Strategy (CHAS) data based on the 2016-2020 ACS. Table 13 breaks down <br />households by race, ethnicity, and presence of housing problems for Santa Ana and Orange <br />County households. The following conditions are considered housing problems: <br />•Substandard Housing (measured by incomplete plumbing or kitchen facilities) <br />•Overcrowding (more than 1 person per room) <br />•Cost burden (housing costs greater than 30 percent) <br />In Santa Ana, 42.9 percent of owner-occupied households and 72.46 percent of renter <br />households have one or more housing problems. The City has a larger proportion of owner and <br />renter households with a housing problem compared to the county, where 32.6 percent of owner <br />households experience a housing problem, and 59.1 percent of renter households experience a <br />housing problem. In Santa Ana, Asian renter households experience a housing problem at the <br />highest rate at 81 percent. Hispanic renter households also experience housing problems at a <br />higher rate at 77.2 percent than the city average of 72 percent. Cost burden in Santa Ana and Orange County is assessed using 2023 HUD CHAS data <br />(based on 2016-2020 ACS estimates) and the HCD Data Viewer (based on 2017-2021 ACS <br />estimates). <br />Regional Trend <br />Cost burden by tenure and race/ethnicity for Orange County is shown in Table 14. Approximately <br />39 percent of Orange County households are cost burdened, including 29.5 percent of owner- <br />occupied households and 51.3 percent of renter-occupied households.
