As discussed above, Santa Ana is an <br />entirely built out city with very limited vacant land available to accommodate new development of any <br />sort. Nearly all multi -family housing development projects consist of the consolidation of contiguous lots <br />and the redevelopment of sites with existing improvements. Table 5 provides examples of recent <br />development projects in Santa Ana that required lot consolidation, demonstrating its feasibility and <br />effectiveness as a tool for promoting development in the city.
