CITY OF SANTA ANA <br /> SPECIFICATIONS <br /> PROJECT NO.: 25-6030 <br /> TRAFFIC SIGNAL INSTALLATION AT SEGERSTROM AVENUE AND ROSEWOOD <br /> AVENUE <br /> For manhole bypassing, the Contractor shall install and operate a flow bypass system that <br /> shall limit the flow to zero(0)flow within the channel by using a bypass flow through tube <br /> for both rechanneling of the manhole base and when connecting to the existing sewer <br /> manhole. <br /> The Contractor shall develop a Spill Prevention, Control and Countermeasure Plan <br /> (SPCCP)which shall include the following items: <br /> • Identify all equipment,materials and labor necessary to prevent sewage spill in the <br /> event there is a sewage leak during bypassing of sewers. <br /> • A description of the Contractor's plan to respond to a sewage spill should it occur. <br /> • The plan shall include a step by step procedure on how the equipment, materials <br /> and labor will be mobilized and implemented in the event of a spill. <br /> • Describe handling of sewage flow during a bypass system failure. <br /> • A plan identifying existing storm drains and materials used to block the openings <br /> in the event of a spill. <br /> • As a minimum, include the following emergency overflow response equipment: a <br /> minimum of 10-feet of pipe of each size and type used on the bypass system <br /> together with matching repair couplings; rubber matting to overlap storm drain <br /> inlets by a minimum of 24-inches on all sides; for inlets in traffic, the grating <br /> removed and wrapped with rubber sheeting and reinstalled; a minimum of one 48- <br /> inch wide by 36 foot long roll of rubber matting and the equivalent of eight cubic <br /> yards of sandbags in a pre-loaded truck ready for use in addition to the materials <br /> required to cover storm drain inlets; and temporary sewer and storm drain plugs to <br /> manage collection and disposal of any sewage overflows. <br /> The Contractor shall prepare an Odor Control Plan identifying and locating any potential <br /> construction activities that might produce odors. The plan shall describe the means of <br /> mitigating the odors and identifying all materials,equipment and systems the Contractor is <br /> planning to use. Potential nuisance odor areas shall include open manholes, and open <br /> sewers where gases may be present or can be released. During bypass pumping,manholes <br /> upstream of the pump shall also be considered as potential odor sources due to the blocking <br /> off of the airflow in the headspace of sewer. <br /> The Contractor shall submit the following as part of the Sewer Bypass Plan: <br /> • Plans showing the details of each installation site. For bypass pumping, the plans <br /> shall include the arrangement of the temporary pumping equipment, location of <br /> suction and discharge points, routing of bypass piping, method of protection of <br /> equipment and piping from traffic, and whether the piping is buried, exposed or <br /> pipe ramps. <br /> 108 <br />
