CITY OF SANTA ANA <br /> SPECIFICATIONS <br /> PROJECT NO.: 25-6030 <br /> TRAFFIC SIGNAL INSTALLATION AT SEGERSTROM AVENUE AND ROSEWOOD <br /> AVENUE <br /> Contractor shall keep a copy of the ESCP at the construction site at all times, for the duration of <br /> the contract,and the Contractor shall implement all BMPs per the CASQA Construction BMP fact <br /> sheets and as shown in the ESCP, unless granted approval by the Engineer. Failure to implement <br /> BMPs properly may result in enforcement actions taken against the Contractor,by the AGENCY. <br /> The ESCP shall remain in effect until project completion and final stabilization of the construction <br /> site (i.e. landscaping and final paving complete). <br /> Extra erosion and sediment control BMPs shall be available on-site in order to replace failed BMPs <br /> or to be implemented during storm events. The Contractor shall mitigate ALL non-stormwater <br /> discharges from the construction site,unless granted approval by the AGENCY. The area adjacent <br /> to the construction site shall remain free of sediment and shall be swept regularly to be kept clean. <br /> Payment for Erosion and Sediment Control Plan, including but not limited to the preparation of <br /> the ESCP, installation, repair, and replacement of BMPs, and inspections to verify proper BMP <br /> implementation shall be included in the other items of work involved and no additional <br /> compensation will be allowed therefore. <br /> 3-12.6.3 Storm Water Pollution Prevention Plan (SWPPP) <br /> Add the following to this subsection: <br /> Erosivity Waivers <br /> Projects that are smaller than 5-acres and occur during the dry season(i.e. May—September)may <br /> qualify for an Erosivity Waiver. The Engineer will determine if the project qualifies for an <br /> Erosivity Waiver and will notify the Contractor. The Contractor shall not assume the project <br /> qualifies for an Erosivity Waiver without consulting the Engineer. <br /> If the Engineer determines the project qualifies for an Erosivity Waiver, the Contractor shall <br /> submit an Erosion and Sediment Control Plan (ESCP) for review by the Engineer. The Contractor <br /> shall implement Best Management Practices (BMPs) per the California Storm Water Quality <br /> Association(CASQA) Construction BMP fact sheets and as shown in the approved ESCP, unless <br /> granted approval by the Engineer.The AGENCY will assist the Contractor with filing the Erosivity <br /> Waiver on the Stormwater Multiple Application and Report Tracking System(SMARTS)website. <br /> In the event the Erosivity Waiver expires and the project is not complete or the Erosivity Waiver <br /> is no longer valid (i.e. project area increases), the AGENCY will notify the Contractor and the <br /> Contractor shall comply with the National Pollution Discharge Elimination System (NPDES) <br /> General Permit for Stormwater Discharges Associated with Construction and Land Disturbance <br /> Activities (Order WQ 2022-0057-DWQ), as outlined below. <br /> I <br />
