On motion of Councilman McBride, seconded by Jerome and carried, the request of the Boy Scouts of America, Orange Em]~Ire Council, for permis~ion to have a p~rade on February 5th, 1955, was granted. . On motion of Councilman McBride, seconded by Dahl and e~.ried, the communication from Southern California Bible College requesting issuance of a special license authorizing the c~nductlng of street meetings at Fourth ~nd Main Streets, each Friday night, beginning at 8:15 P.M. and lasting for ~ppro×imstely one hour, was referred to the Acting Chief of Police for investigation and recommendation. ,, On motion of Councilman Dahl, sc~ccn~ed by McBride and carried, the applicstio~ of ~..s Southern California Gas Company and Southern Counties Gas Company of California bcfo~-c the Public Utilities Commission for s general increase in gas rates, was received and filed. On motion of Councilmen McBride, seconded by Dahl and carried, the communic~tion from Mr. and Mrs. Keith E. Hoffm~ster, requesting that the rules for the riding of bicycles be enforced, w~s received, filed and referred to the Manager. Communication was read from the Chairman, Personnel Board recommendin~i that the Section ~s set forth in the Civil Service Rules and Regu- tstions and the Section of the Charter on residence, be enforced or abolished. It was moved by Councilman Dahl, seconded by McBride and lin Re Bond release Tract No. 2061 In Re~ Bond release !Tract No. 2011 carried, that a communic~tion be addressed to the Personnel Board requesting their specific recommendation on the residence requirement as it appears in Rule 17 of the Civil Service Rules and Regulations, and pointing omt that Section 1005 of the Charter does not require residence of an employee but merely as an applicant. Communication was read from the Department of Public Works advising ~.~t improvements within Tract No. 2061 have been completed, and on motion of Councilman McBride, seconded by Larsen and carried, bond filed by Stratford Square, Inc., in the sum of $79,000.00, was ordered! released and improvements accepted as completed. Communicstlon was re~d from the Department of Public Works advising that improvements within Tract No. 2011 have been completed, and on motion of Councilm~n McBride, seconded by Lateen and c~rried, bond filed by Cecil C.
