RESOLUTION 94'021 <br /> <br />Facts in SumDort of the Findin~ <br /> <br />Throughout ultimate implementation of the Specific Plan, the <br />Community Development Agency shall continue to undertake the <br />following practices: <br /> <br />Set aside 30 percent of all tax increment revenues for <br />the development of low and moderate income housing. <br /> <br />Ensure that not less than 30 percent of all dwellings <br />constructed or rehabilitated with the assistance of <br />Agency funds shall be set aside for low and moderate <br />income households pursuant to State law. <br /> <br />Provide assistance to households displaced as a direct <br />result of Agency actions, including financial <br />participation in development projects. Assistance shall <br />be consistent with State law and shall, at a minimum, <br />include the payment of fair market prices for all units, <br />the payment of relocation costs, and the payment of any <br />cost differences between the displaced unit and <br />comparable replacementhousing. <br /> <br />Replace all low and moderate income units that are <br />displaced as a result of Agency actions as required by <br />State law. <br /> <br />Ensure that businesses displaced asa result of Agency <br />action shall be provided with relocation benefits in <br />accordance with State law. This may include fair market <br />value for the land and the business, relocation <br />assistance, and loss of business due to any move. <br />Property owners also shall be offered the opportunity of <br />participating in the redevelopment project area. <br /> <br />VII. MITIOATION MEASURES FOR IMPACTS CONSIDERED TO BE LESS TH~N <br /> SIGNIFICANT <br /> <br />This section describes mitigation measures for those effects of the <br />proposed Plan which are considered to be less than significant and <br />that, therefore, are not required under CEQA. However, these <br />measures improve the Plan and are acceptable under CEQA. Findings <br />are not required for effects determined to be less than <br />significant. <br /> <br />The impact categories determined to be less than significant and <br />the mitigation measures incorporated in the Plan are described <br />below. <br /> <br />23 <br /> <br /> <br />
