RESOLUTION 94-021 <br /> <br />389 <br /> <br />NO PROJECT ALTERNATIVE <br /> <br />Findina <br /> <br />Findina 3: <br /> <br />Specific economic, social or other considerations <br />make infeasible the mitigation measures or project <br />alternatives identified in the EIR. <br /> <br />Facts in SUPPort of the Findin~ <br /> <br />Given that the Plan area is presently urbanized and developed, this <br />alternative would not eliminate many of the environmental impacts <br />to be experienced with the Specific Plan. In actuality, the area <br />is presently blighted and in need of those improvements being <br />proposed by the Specific Plan. <br /> <br />This alternative would result in similar impacts to air quality, <br />traffic generated noise, light and glare, public services and <br />utilities, population, housing and employment, and cultural <br />resources. This alternative would avoid construction noise and air <br />quality impacts. No displacement impacts would result from this <br />alternative. However, blighting conditions such as incompatible <br />land uses, inadequately sized lots, and poor lotting patterns would <br />continue in the Plan area, thereby, reducing the area's economic <br />productivity. In addition, the expected improvements resulting <br />from the Specific Plan would not occur under this alternative. <br />These benefits include increasing structural safety, upgrading <br />storm drains, street widening, median installation and intersection <br />improvements, and landscaping and other visual quality-related <br />improvements. <br /> <br />Residential land uses that are not in conformance with existing <br />zoning or General Plan standards would continue. This alternative <br />would not comply with or implement the recommendations found in the <br />North Harbor Boulevard Redvelopment Plan and Strategy Plan and the <br />Santa Anita Neighborhood Plan, which the Specific Plan would comply <br />with. <br /> <br />IMPLEMENT GENERAL PLAN WITH UPGRADES TO PUBLIC FACILITIES AND <br />AESTHETIC IMPROVEMENTS ALTERNATIVE <br /> <br />Findinq <br /> <br />Findinq 3: <br /> <br />Specific economic, social or other considerations <br />make infeasible the mitigation measures or project <br />alternatives identified in the EIR. <br /> <br />Facts in SUPPort of the Findin~ <br /> <br />This alternative was considered throughout the process and was <br />reviewed at one public meeting and by the Redevelopment Commission <br />and the Planning Commission.
