392 <br /> <br />RESOLUTION 94-021 <br /> <br />EXHIBIT B <br /> <br />STATEMENT OF OVERRIDING CONSIDERATIONS <br />NORTH HARBOR BOULEVARD SPECIFIC PLAN <br /> <br />CITY OF SANTA ANA <br /> <br />The California Environmental Quality Act (CEQA) requires a public <br />agency to balance the benefits of a proposed project against its <br />unavoidable environmental risks in determining whether to approve <br />the project. <br /> <br />The proposed North Harbor Boulevard Specific Plan provides <br />standards for land use, circulation, public services, general <br />design, architecture, and landscaping· A land use plan of <br />permitted redevelopment is also included in the Specific Plan. <br /> <br />The Specific Plan may have significant or certain substantial <br />adverse impacts on the environment which have not been fully <br />mitigated. Such impacts are identified in the Final EIR and are <br />addressed in Findings and Statements of Fact which accompany this <br />Statement of Overriding Considerations. Impacts in all cases have <br />been mitigated to the extent considered, feasible and have been <br />reduced by the incorporation of all mitigation measures as <br />Conditions of Plan Approval. <br /> <br />The City of Santa Ana has determined that the unavoidable <br />environmental impacts of the proposed plan are acceptable when <br />balanced against the benefits of the plan. The following benefits <br />are found to outweigh and make acceptable the unavoidable adverse <br />impacts identified in the Final EIR: <br /> <br />Plan implementation fulfills the adopted land use goals and <br />policies of the city of Santa Aha, allowing for residential, <br />commercial, industrial, and open space uses of a character and <br />intensity consistent with the intent of the General Plan. <br /> <br />2 o <br /> <br />Plan implementation achieves visual and design control of <br />future development and redevelopment and achieves visual <br />consistency throughout the plan area by the use of design <br />guidelines and development standards. <br /> <br />Plan implementation improves the quality of life in <br />residential neighborhoods. <br /> <br />Plan implementation eliminates blighting conditions and <br />enhances the economic viability of the area, by expanding its <br />role as a significant regional commercial district. <br /> <br />o <br /> <br />Plan implementation represents a continuance of existing <br />development patterns where adequate facilities and services <br />are available or will be provided with plan implementation. <br /> <br />1 <br /> <br /> <br />
