Discussions of the <br />Long Range Concept contained in the Specific Plan is incorporated <br />by reference. <br /> <br />Finding <br /> <br />Finding 3: <br /> <br />Specific economic, social or other considerations <br />make infeasible the mitigation measures or project <br />alternatives identified in the EIR. <br /> <br />Facts in SupDort of the Findinq <br /> <br />It should be noted that this alternative may be infeasible since it <br />assumes the extension of the SR-57 freeway south along the Santa <br />Ana River from its current terminus and the construction of a rail <br />mass transit along the existing Pacific Electric right-of-way. <br />Without these two transportation corridors, it is unlikely that the <br />alternative could be implemented. <br /> <br />Impacts resulting from this alternative would be greater than the <br />proposed Plan in the following areas due.to increased intensities <br />in commercial and office development: Air quality, soils and <br />geology, hydrology and drainage, traffic and circulation, noise, <br />public services and utilities. <br /> <br />Similar impacts resulting from this alternative include aesthetics, <br />light and glare, population, housing and employment, and cultural <br />resources. <br /> <br />This alternative would have less impacts onsite and on surrounding <br />land uses, since less area would be affected. Resultant <br />displacement of businesses would also be less, though a large <br />number of existing residential units would be displaced north of <br />Fifth Street between Harbor Boulevard and the Santa Ana River. <br /> <br />This alternative would not comply with and implement all <br />recommendations found in the North Harbor Boulevard Redevelopment <br />Plan and Strategy Plan and Santa Anita Neighborhood Plan. <br /> <br />27 <br /> <br /> <br />
