No such stand shall be erected within one hundred (100) feet of any gasoline <br />station or commercial garage nor within forty (40) feet of any structure. Minimum <br />setback from the street curbing shall be ten (10) feet, but no such stand shall be less <br />than six (6) feet back from the inside edge of the sidewalk. <br /> <br /> The Fire Chief may cause any temporary fireworks stand located within the City <br />of Santa Ana to be moved to a different location based upon health and safety <br />concerns. <br /> <br /> SECTION 82: The City Council of the City of Santa Ana hereby finds, determines <br />and declares that adoption of Section 14-86 amending California Fire Code section 1003 <br />is necessary due to artificially created topographic conditions. The City has experienced <br />tremendous population growth over the last several years. The City has a population in <br />excess of 320,000 persons; of which 61,000 are school-aged children. School sites are <br />extremely tight and permit little if any access. Proposed school sites are being offered <br />on very small sites, some as small as 3 acres. Our inability to gain access especially <br />during drop off and pick up periods creates a need for as much fire protection as is <br />available. Although State law now requires fire sprinkler installations for any State <br />funded schools, lessening the fire flow requirement lessens our ability to protect schools <br />and surrounding property. These amendments are also required to align this appendix <br />with amendments created for Article 9 Subsection 902. <br /> <br /> SECTION 83: That section 14-86 is hereby is added to Chapter 14 of the Santa <br />Ana Municipal Code to read in full as follows: <br /> <br />Sec. 14- 86 Amendments to Appendices <br /> <br />Appendix Ill-AA Section 5 is amended to read as follows: <br /> <br />(For SFM) The minimum fire flow and flow duration for school buildings shall be <br />as specified in Table A-III-A-1. <br /> <br />EXCEPTION: A reduction in required fire flow of up to 50 percent is allowed <br />when the building is provided with an approved automatic sprinkler system. <br /> <br />Appendix III-C is amended by adding (Section 2): <br /> <br />Private hydrant systems shall be inspected and serviced annually, and the owner <br />shall correct any deficiencies immediately. Hydrants shall be flushed, valves <br />operated and caskets and caps inspected.
