Council heard the Planning <br /> /7 and Public Works Directors <br /> report on Downtown Santa <br /> Ana Association request for <br />Council to contract with reliable engineering firm to set up spreading <br />assessment cost for development of a Parking District. On the basis of <br />experience~ competence~ availability and knowledge of the area they recommended <br />employment of Hugh J. Foreman~ Santa Ana. <br /> <br />The Clerk read to Council a memorandum presented by Mr. Lorin Griset~ from <br />the Committee of Downtown Property Owners setting forth the proposal of the <br />downtown property owners to form a parking district and to bond themselves~ <br />as provided under the 1943 Parking District Act~ to acquire offstreet <br />parking. The memo set forth also a request for the Council to consider <br />assignment of the parking meter Ikmd to the proposed district~ as well as <br />future parking meter revenues collected within the district~ for future <br />expansion~ demoliti~of buildings, lighting, etc. <br /> <br />It was moved by Councilman Brooks~ seconded by Councilman Burk and carried <br />that the Staff prepare the necessary documents for employment of Hugh J. <br />Foreman as the assessment engineer. <br /> <br />Mrs. Janice Boer, 912 N. Lowell~ asked if the same principle of assistance <br />would be applied to other areas needing parking districts. The Assistant <br />to the City Manager noted a Council policy in 1952 wherein property owners <br />were encouraged to form assessment districts to finance offstreet parking <br />with participation by the City~ and the subsequent district for the north- <br />east quadrant. <br /> <br />WARNER ACCESS The Public Works Director <br /> ~Y reporting on request from <br /> Gerald F. Brame~ Inc.~ for <br /> access rights to Warner <br />from the Hokanson property~ 3421 W.
