MIDYEAR BUDGET It was moved by CounciLman <br />REVISIONS Herrin, seconded by <br />~ Councilman Burk and carried, <br /> that action on revision of <br />1965-66 budget be continued due to the absence of the City Manager. <br /> <br />SOLICITATION Mr. Philip L. Moyer, 455 <br /> ~ Milledge Drive, Laguna <br /> Beach, presented request <br /> from Association-In-Group <br />Donors to raise funds on a year-round basis for organizations participating <br />in AID through payroll deduction program for commerce and industry. Acting <br />on advice of the City Attorney~ Mr. Moyer was advised by Council that this <br />matter does not come under 60 day limitation of Code and no Council action <br />was required. <br /> <br />COUNCIL C05~IIETEE CounciLman M~rkel reported <br />REPORTS his attendance at the last <br /> meeting of the Personnel <br /> Board, at which the matter <br />of City employees living outside the designated area was discussed. It <br />was Councilman Markel's observation that all possible means to employ people <br />from within the City should be exerted. <br /> <br />RECESS At 5:25 p.m., the meeting was <br /> recessed to 7:30 p.m. The <br /> meeting reconvened at 7:30 <br /> p.m.~ with all Councilmen <br />in attendance. Thomann, Spurgeon Methodist Church. <br /> <br />DE MOLAY CIVIC DAY <br /> <br />Mayor Harvey introduced the <br />members of the DeMolay <br />participating in Civic Day <br />Activities. <br /> <br />HEARING - Hearing continued fr~n 2-21-66 <br />AMEND. APP. 508 - was opened on Amendment <br />IBARRA Application 508 filed by <br /> Jose Ibarra proposing the <br />amendment of Sectional District Map ll-5-10 by reclassifying frc~ the R 1 <br />to the C 5 district property on the east side of Fairview between 8th and <br />9th Streets. Planning Commission Resolution 5764 recommended denial. <br /> <br />Mr. Robert Rickles, 611 W. 8th, attorney for the applicant, described the <br />property and zoning in the surrounding area, noting a variance for service <br />station was approved requiring dedication on 8th Street, to which his client <br />might be agreeable on a voluntary basis. The Director of Planning reported <br />that the variance had been approved 1.½ years ago with conditions to assure <br />proper development of one of the principal entrances to the Civic Center <br />area; that conditions could not be imposed on a change of zone. Mayor <br />Harvey declared the hearing closed, there being no further testimony. <br /> <br />It was moved by Councilman Brooks, seconded by CounciLman Herrin and carried~ <br />that Council accept the recommendation of the Planning Commission and deny <br />the reclassification. <br /> <br />HEARING - Hearing was opened on <br />AA 579 - PLANN. COMM. Amendment Application 579 <br /> initiated by the Planning <br /> Commission proposing the <br />amendment of Sectional District Map 17-5-9 and 20-5-9, prezoning property <br />from County 100 M l- 20,000 district to the City M 1 district property <br />between the area southwest of the AT & SF Railroad, northwest of the Newport <br />Freeway and easterly and southerly of the Santa Ana City Limits.
