18.3 Release Time for Employee Representatives. <br /> <br />18.4 <br /> <br />18.5 <br /> <br />In the event that the Union is formally meeting and conferring with <br />representatives of the City on matters within the scope of representation <br />during regular City business hours, a reasonable number of officers, <br />employee representatives or other officials of the Union shall be allowed <br />reasonable time off without loss of compensation or other benefits. <br /> <br />Bo <br /> <br />Such officers and employee representatives shall not leave their duty or <br />work station or assignment without the prior knowledge of their supervisor <br />or such supervisor's supervisor. <br /> <br />Such meetings are subject to scheduling in a manner consistent with City <br />operating needs and work schedules. <br /> <br />Use of Bulletin Boards. Space shall be made available to the Union on the City's <br />existing employee bulletin boards for the purpose of posting notices pertaining to <br />Union business, subject to the following conditions: <br /> <br />Material posted by the Union shall not include campaign material on <br />municipal election matters, including elections for City Council, other City <br />positions, or other municipal political matters. <br /> <br />Material posted is not derogatory to the City, City employees or other <br />employee organizations. <br /> <br />All materials are dated, identify the Union and bear the signature of the <br />authorized representative(s) of the Union responsible for their issuance. <br /> <br />The City reserves the right to determine what reasonable portion of <br />employee bulletin boards are to be allocated to Union materials. <br /> <br />If the Union does not abide by these provisions, it will forfeit its right to <br />have materials posted on the City's employee bulletin boards. <br /> <br />The Union shall not be permitted to post any material that is prohibited by <br />State law or the City Charter. <br /> <br />Use of CiW Facilities. The City shall allow the Union to conduct meetings in the <br />City's public meeting rooms during non-working hours provided such meetings <br />are scheduled in accordance with regulations goveming the use of public meeting <br />rooms at City facilities; provided, however, the Union shall not be permitted to <br />use City facilities to discuss or present any matter that is prohibited by State law <br /> <br />61 <br /> <br /> <br />
