The Union President shall have up to twenty (20) hours per <br />week or one thousand forty (1,040) hours per year of time off <br />to conduct Union business which shall be paid by the City, <br />but reimbursed to the City by the Union from either the above <br />described bank or directly from the Union treasury. In any <br />event, the Union agrees to reimburse the City for all costs not <br />otherwise reimbursed from the bank providing the Union <br />President with President's leave of absence. <br /> <br />Time spent by the Union President on President's Leave time <br />shall not be considered time worked for the computation of <br />overtime according to the Fair Labor Standards Act. <br /> <br />18.2 Worksite Access. <br /> <br />Officers, worksite leaders/stewards and/or paid Union representatives shall <br />be permitted to visit break and lunch areas designated by the City, before or <br />after work or during designated lunch periods for the purpose of discussing <br />Union business, provided that arrangements are made in advance with the <br />manager responsible for the worksite. <br /> <br />Such visits shall not disrupt the work of City employees, interfere with the <br />normal operations of the department or with established safety and secttrity <br />requirements. Where any such problems arise, the Union and the City will <br />agree on an alternate meeting/conference facility for the purpose of providing <br />a place for the Union to hold a meeting before or after work or during lunch <br />periods. If the City facility provided the Union as an alternate meeting site <br />during non-working hours is a public meeting room, its scheduling and use <br />shall be governed in accordance with regulations pertaining to the use of <br />public meeting rooms at City facilities. <br /> <br />Solicitations of membership and all activities concerned with the internal <br />management of the Union, such as collecting dues, holding membership <br />meetings, preparation of petitions, preparation of proposals, campaigning for <br />office, conducting elections and distributing literature, shall not be conducted <br />during working hours. <br /> <br />Officers and employees may perform those duties assigned to them by the <br />Union, but in no event shall they have the right to interfere with the <br />performance of work of any other employee or interfere with City operations <br />or to call a strike, slowdown, work stoppage, sympathy strike or take any <br />economic action against the City. <br /> <br />60 <br /> <br /> <br />
