PUBLIC PROPERTY USE Application by the Orange County <br /> Association for Retarded Children for <br /> a Special License to use the Santa Ana <br />Municipal Stadium for presentation of a Western Variety Show on August 31, <br />1969, was unanimously approved on Councilman Brooks' motion, seconded <br />by Councilman Herrin. <br /> <br />DOWNTOWN TRAFFIC FLOW A report by the Director of Public Works, <br /> datedApril 16, 1969, recommending <br /> changes in the downtown traffic flow, <br />angle parking on Fourth Street and parking restrictions, was approved and <br />the City Attorney was instructed to prepare the necessary resolutions and <br />ordinances in accordance with the recommendations, on Councilman Herrings <br />motion, seconded by Councilman Brooks and carried by the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Brooks, Patterson, Thurman, Villa, Griset <br />Markel <br />None <br /> <br />Prior to adoption of the foregoing motion, the Mayor recogn/zed Mr. Joseph <br />Gilmaker, 308 West Fourth Street, who stated that he approved the proposed <br />plan with the exception of the provision of one-way eastbound traffic on <br />Fourth Street. <br /> <br />PARKING METERS The Council considered a written <br /> communication dated April 9, 1969, <br /> from the Santa Aha City Center <br /> Association, endorsing the proposed changes in the downtown traffic <br /> flow and requesting the removal of parking meters on Fourth Street <br /> between Ross and French. <br /> <br />Mayor recognized Mr. Burr Shafer, Jr., President of the Santa Ana City <br />Center Association; Mr. Robert Newcomb, 108 West Fourth Street; and <br />Mr. Joseph Gilmaker, 308 West Fourth Street, who advocated removal of <br />parking meters along Fourth Street for a trial period of 4 to 6 months to <br />determine whether traffic can be controlled and to offset competition of <br />free parking in suburban shopping areas; and were generally in accord with <br />the City's plans for the downtown area. <br /> <br />It was moved by Councilman Villa, seconded by Councilman Brooks and <br />unanimously carried, to remove the parking meters on Fourth Street from <br />Ross to French for a trial period of six months, at the end of which time <br />the staff will submit final recommendation for Council consideration. <br /> <br />REcEss <br /> <br />At 8:40 P.
