FUND TRANSFER Following a presentation by the City <br /> Manager relative to property damage <br /> reimbursement arising out of City's <br />entry onto private property during the ~torm, it was moved by Councilman <br />Brooks, seconded by Councilman Herrin and unanimously carried, to <br />transfer funds from City Council Contingency Fund 11-000 to Santiago <br />Creek F~nd 11-537 in the amount of $25, 000. <br /> <br />REFUSE CHARGE Mayor recognized Mrs. Mary G. <br /> Forcum, 102 South Cooper Drive, <br /> who requested cancellation of the <br />City's $4.62 refuse charge for the months of November, 1968, through <br />February, 1969, by reason of the fact that during that billing period she <br />had been a part of the Garden Grove Sanitary District refuse pickup area <br />as well as the City's; that she had notified the City of her election to use <br />the services of the Garden Grove Sanitary District and did not avail herself <br />of the City's services; and that the City had notified her of intention to shut <br />off her water unless the refuse charge was paid. <br /> <br />City Manager reported that the City's contractual agreement with the <br />City's refuse collector provides for trash collection payment onthe basis <br />of the location of City water meters whether or not trash is placed on the <br />curb for removal. He stated further that the ordinance provides that if the <br />total bill, water and refuse pickup, is not paid, the City can enforce <br />collection of both charges by the threat of shutting off the water; and that <br />there is no legal possibility at the administrative or Council level to make <br />a determination which would relieve Mrs. Forcum from responsibility for <br />the payment of the refuse charge. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Brooks and <br />unanimously carried, to regretfully deny Mrs. Forcum's request. <br /> <br />INVITATION Mayor recognized .Mrs. Ann Famularo, <br /> who invited the Council and all <br /> interested parents and teenagers to <br />a talk to be given byMr. D. C. Parks, noted narcotics authority, on the <br />"Narcotics Threat" onMay ,12, 1969, 7:30 P. M., at the Ebell Auditorium, <br />no admission charged. <br /> <br />CHAMBER OF COMMERCE Mayor recognized Mr. William Wenke, <br /> 1015 Riviera Drive, President of the <br /> Chamber of Commerce, who presented <br />the following Civic Program on behalf of the Chamber's Board of Directors: <br /> <br />1. Full Chamber support of the presentation of a $29, 000, 000 school <br /> bond issue to the electorate; <br />2. A bond issue in 1970 for Master Planned Construction of streets, <br /> storm drains and sewers. <br />.2. City acquisition of additional park sites purchased through federal <br /> financing programs or increased taxes.
