<br />EXHIBIT A <br /> <br />Fl!EUZ.\S 'Y~IH\S <br />Providing Comprehensive Services To Out Of School Latino <br />Youth Through the Youth Provider Network <br /> <br />l.O. Executive Summary <br />Both statewide and in the City of Santa Ana. County of Orange, Latino youth <br />have the highest rate of dropout, the highest probability of low-wage employment, and <br />the greatest risk of an encounter with the criminal justice system. While such statements <br />are applicable to all Latino youth, they are particularly descriptive of the status of low- <br />income Latino youth (ages 19 to 21) who are already out of school. Thus, this program <br />will serve low-income, Latino youth age 19 to 21. These youth may be school dropouts, <br />skills deficient, or high school graduates and/or GED recipients. These youth may be <br />either unemployed and/or employed at minimum wage or below. Approximately 100 <br />percent of the services offered will be directed toward out-of-school Latino youth who <br />meet one or more of the eligibility criteria - basic literacy skills-deficient (below 8.0), <br />school dropout; homeless, runaway, or foster child; pregnant or parenting; offender; has <br />never held a job; is a court/agency referral; has a core GPA of less than 1.5; has been <br />suspended five or more times; has been expelled; has a learning/developmental <br />disability; and/or is monolingual. <br />The proposed comprehensive six-month program with a 12-month follow-up will <br />directly address several of the WIA elements - tutoring, leadership development, <br />supportive services, adult mentoring, follow-up services, and comprehensive guidance <br />and counseling, including A TOD counseling. However, a system of active referrals will <br />be used to link participants with alternative secondary schools services, summer <br />employment, paid and unpaid work experience, and occupational skills training. As a <br />consequence of the participation of out-of-school Latino youth ages 19 to 21 in this <br />intensive Monday through Saturday, 8:00 am to 7:30 pm, highly structured program, the <br />out-of-school youth will achieve all WIA Outcome Goals. That is, at the end of one year <br />70 percent or more of the youth shall have been placed in unsubsidized employment <br />with an annual earnings gain of $2,580.
