City Attorney Sonia Carvalho stated that the State's revolving -door policy applies <br />to elected and high-ranking officials but does not apply to all employees. <br />Councilmember Phan suggested adding language to exclude any part-time staff <br />members. <br />Brief discussion ensued regarding whether the item will remain a second reading or <br />be approved as a first reading. <br />Councilmember Lopez requested to have language added that would include <br />consequences. <br />City Attorney Carvalho stated that the existing ordinance already includes such <br />language as well as remedies. <br />/n response to Councilmember Phan, City Attorney Carvalho confirmed that the <br />provisions of the ordinance would not apply to any existing agreements retroactively. <br />City Attorney Carvalho stated the added ordinance language could be a subsection 2 <br />to section A that reads "any former full-time employee for one year from the date of <br />the employee's separation from the City, except for any CaIPERS retiree for which <br />the City Council adopts the required resolution." <br />MOTION: Councilmember Penaloza moved to introduce the amended <br />ordinance for first reading for Agenda Item No. 16, seconded by <br />Councilmember Bacerra. <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER LOPEZ, <br />COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br />MAYOR PRO TEM VAZQUEZ, MAYOR AMEZCUA <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 7 — 0 — Pass <br />CITY COUNCIL 10 FEBRUARY 18, 2025 <br />
