PUBLIC HEARING <br />- -- ------- - . ...... <br />17.Public Hearing for Five -Year Economic Development Subsidy Reports for <br />TACenergy and THRIVE Santa Ana, LLC <br />Department(s): Community Development Agency <br />Recommended Action: 1. Conduct Public Hearing to consider any written or oral <br />comments on the information contained in the Five -Year Economic Development <br />Subsidy reports for TACenergy and THRIVE Santa Ana, LLC. <br />2. Receive and File Reports. <br />MINUTES: Item withdrawn; no action taken. <br />18. Discuss and consider directing the City Manager to direct city staff to bring <br />back the attached Resolution for Council consideration that would OPPOSE <br />South Coast Air Quality Management District's (SCAQMD) proposed <br />Amended Rules 1111 and 1121; Which will have a profound impact and <br />impose significant costs on millions of Southern California homeowners, <br />renters and businesses who are already struggling to make ends meet while <br />providing minimal air quality benefit. — Councilmember David Penaloza <br />MINUTES: Councilmember Penaloza stated that SCAQMD is currently working <br />on revisions to the proposed amended rules in response to public feedback. He <br />is not in support of the proposed rule changes, as the City does not currently <br />have the infrastructure to sustain an electric appliances mandate, nor is he in <br />favor of the cost impact it would impose on residents. He suggested holding the <br />item, pending continued revisions by SCAQMD, <br />Councilmember Phan stated that, given the number of factors to consider, she <br />would like Staff to continue following the pending changes to the rules. She <br />would like to see the item come back with information regarding rebate programs <br />and the overall eligibility of residents for these programs. <br />Councilmember Hernandez expressed his support for bringing the item back at a <br />later time. <br />Councilmember Bacerra supported bringing the item back after SCAQMD puts forth <br />language that can be better discussed by the Council. <br />CITY COUNCIL 11 FEBRUARY 18, 2025 <br />
