<br />8 <br /> <br />8 <br /> <br />8 <br /> <br />INITIAL STUDY/NEGATIVE DECLARATION ER-2004-153 <br />REVISIONS TO PROCEDUREES FOR PREPARATION AND IMPLEMENTATION OF <br />NEIGHBORHOOD TRAFFIC PLANS AND GENERAL PLAN AMENDMENT TO THE <br />CIRCULATION ELEMENT <br /> <br />PROPOSED PROJECT <br /> <br />The proposed project involves a revision to the City of Santa <br />Ana procedures for the preparation and implementation of <br />neighborhood traffic plans and an amendment to the Circulation <br />Element. <br /> <br />SETTING <br /> <br />California Vehicle Code Section 21101(f) permits local agencies to <br />install roadway design features including, but not limited to <br />islands, curbs and traffic barriers intended to prohibit entry to <br />or from streets for the purpose of reducing cut-through traffic in <br />residential neighborhoods. Additionally, Vehicle Code Section <br />21101(f) requires such procedures implement the circulation <br />element of the City's general plan, and to be consistent with <br />local government's responsibility to provide for the health and <br />safety of its citizens. <br /> <br />Presently Goal 6 of the Circulation Element of the Santa Ana <br />General Plan calls for the protection of local streets from <br />through traffic to preserve neighborhood character. The General <br />Plan calls for Goal 6 to be implemented in residential areas that <br />experience significant commuter traffic on local streets through <br />the establishment of "Neighborhood Traffic Management Plans". In <br />such cases, a traffic study assessment should be conducted and <br />traffic diverters or other mechanisms should be implemented to <br />reduce cut-through traffic. <br /> <br />PROJECT DECSCRIPTION <br /> <br />The proposed revisions to the to the procedures for the <br />preparation and implementation of neighborhood traffic plans <br />would establish both City and community processing requirements <br />and standards to evaluate and implement neighborhood traffic <br />management plans to protect and maintain the quality of life of <br />neighborhoods in the City of Santa Ana. <br /> <br />The proposed General Plan Amendment would make technical <br />modifications to the text of the Circulation Element regarding <br />the implementation of neighborhood traffic plans so as to better <br />conform the preparation and implementation of neighborhood <br />traffic plans to State law requirements. <br /> <br />75F~1ö <br />
