<br />ENVIRONMENTAL IMPACT ANALYSIS <br /> <br />The following is an environmental analysis on the proposed <br />project based on the City of Santa Ana's CEQA Environmental <br />Checklist. The analysis incorporates by reference information <br />from the City of Santa Ana General Plan Land Use Element EIR. <br />For each environmental issue, the analysis identifies the level <br />of impact that would be anticipated to occur from approval of <br />the proposed project. Future neighborhood traffic plans <br />implemented under the revised traffic plan procedures and the <br />amended Circulation Element would be subject to subsequent site- <br />specific reviews. <br /> <br />I. <br /> <br />AESTHETICS <br /> <br />A. <br /> <br />Have a substantial adverse effect on a scenic vista? <br /> <br />B. <br /> <br />Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br /> <br />C. <br /> <br />Substantially degrade the existing visual <br />quality of the site and its surroundings? <br /> <br />character <br /> <br />or <br /> <br />D. <br /> <br />Create a new source of substantial light or glare which <br />would adversely affect day or nighttime views in the area? <br /> <br />No Impact <br /> <br />The City of Santa Ana Urban Design Element and Scenic Corridors <br />Element identifies a high number of aesthetic resources in the <br />City of Santa Ana. Specific policies and implementation programs <br />are provided in the Urban Design Element and Scenic Corridors <br />Element to provide for the protection of aesthetic resources. <br />Approval of the proposed project would not result in adverse <br />impacts to any scenic vista or other aesthetic resources, in <br />that the proposed project would establish procedures and <br />requirements for the preparation and implementation of <br />neighborhood traffic plans and would not directly result in the <br />development of any structures or involve any activities that <br />would disturb existing aesthetic resources, introduce <br />substantial amounts of light and glare, substantially degrade <br />the visual character of the City or result in activities that <br />would be in conflict with policies in the Urban Design Element <br />and Scenic Corridors Element providing for the protection of <br />aesthetic resources in the City.
