RECESS <br /> <br />same Councilmen present. <br /> <br />At 3:20 P.M. a recess was <br />declared. At 3:35 P.M. the <br />meeting reconvened with the <br /> <br />UNIVERSAL TELEPHONE NO. 911 On motion of Councilman Herrin, <br /> seconded by Councilman Evans, <br /> and unanimously carried, Council <br />received and ordered filed report of staff concerning use of the universal telephone <br />number 911. <br /> <br />MUNICIPAL WATER DISTRICT In response to the policy statement <br />OF ORANGE COUNTY proposed by the Municipal Water <br /> District of Orange County, on <br />motion of Councilman Herrin, seconded by Councilman Markel, and unanimously <br />carried, Council adopted the following policy: <br /> <br />That the City of Santa Ana is opposed to the designation of the Municipal Water <br />District of Orange County at this time as a central controlling agency for the <br />development and distribution of water in Orange County, and it further Opposes <br />the assumption by the Municipal Water District of Orange County of any rights or <br />authorities which are duplicative of those which already reside with the City of <br />Santa Ana and/or other local agencies; and to wait for adequate time and <br />opportunity for all parties, including the Orange County Water Association, to study <br />this situation and make recommendations. <br /> <br />ORAL COMMUNICATIONS Mr. Leo H. Leary, Jr., Chino <br />CHINO HILLS AIRPORT Hills Airport Complex, Inc., <br /> 824 N. Broadway, Santa Ana, <br />requested the City's support in their project to construct an airport in the Chino <br />Hills area. Mr. Leary stated that the airport would meet an acknowledged need <br />of the 1980's that cannot be satisfied by existing airports; that the full operation of <br />the airport in the late 1970's or early 1980's should pose no hazard to traffic operations; <br />that since there are 25,000 acres of relatively uninhabited land available for the <br />airport and buffer zone it would afford protection against residential encroachment; <br />that it would be 13 miles southwest of Ontario and 16 miles north of Orange County; <br />that runways would be approximately 1400 feet above mean seal level which will be <br />above the inversion level and decrease noise; that it would be financed through use <br />of revenue bonds; that it is important to the economy of Orange County as it will <br />provide an estimated 20,000 permanent jobs, with many more being created by <br />indflstrial and commercial activities surrounding the airport. <br /> <br />Mr. Leafy stated that his organization feels Orange County needs this airport; that <br />ii will create jobs that Orange County needs; that on February 3, 1972, they will be <br />submitting their application through FAA and are asking for the support of the cities <br />of Orange County. <br /> <br />Councilman Markel stated that the site is a number of miles from Santa Ana and he <br />did not know whether the City should throw the load of noise, etc. , on that area. <br /> <br />CITY COUNCIL -27- January 17, 1972 <br /> <br /> <br />
