By publicizing this guidance, applicants <br />would know beforehand the value basis of each criterion and thus allowing <br />individuals and/or teams to be truly competitive. The vagueness in the <br />contest specifics allow for seemingly arbitrary judgment by city <br />commissioners without real avenues to contest results (see attached City of <br />Costa Mesa guidelines and their transparent scoring rubric on page 11). <br />It appears to me there is a conflict of interest. Many of these entries are <br />under alias identities(see attached). For example, applicant 42 is Up In <br />Speed Murals which after research is Damin Luj an dba ZAO Art Inc, who <br />was previously awarded an Arts and Culture Artist Grant Project in July <br />2022. It is no secret to the community that both muralists Applicant 41 Brian <br />Peterson and 42 Damin Luj an have collaborated previously on many <br />instances whether the projects were funded directly or indirectly via pass - <br />through for example, community development partners. It appears that <br />Peterson and Luj an have collaborated on Placita Cinco, Casa Querencia, <br />Project Unity, multiple homeless shelters and most recently the <br />Archways. Applicant # 1 Peterson and 42 Luj an were chosen for the top two <br />slots vying for the Sahuayo Mural Project (see attached). With their history, <br />one would question why this powerhouse duo did not collaborate on ONE <br />application. Instead, they each submitted their own and once again <br />monopolized an opportunity. Had they been transparent and submitted one <br />application, this would facilitate for a more equitable process and make <br />room for an additional artist from the roster to collaborate. <br />Please see applicant 46 Luis Barajas Ochoa who is individually named with <br />two others but is also under his alias name Barajaso in position 44 <br />(essentially a duplicate applicant as mentioned during the Arts & Culture <br />Meeting). Is there a maximum amount a contestant can apply under various <br />aliases? <br />Please see applicant 411 United Artists of Santa Ana, which is a <br />collaboration of unknown artists.
