Centennial Park Improvements Project

<br />Park is a 65-acre city park located on the west edge of the city alongside the Santa Ana
<br />River bike trail (Exhibit 1). On March 3, 2020, City Council directed Staff to study the
<br />feasibility of Centennial Park improvements. On December 7, 2021, City Council
<br />awarded a consultant agreement for Centennial Park conceptual design services.
<br />Subsequently, on December 6, 2022, following a Request for Proposals (RFP) process,
<br />City Council awarded an agreement to prepare engineered plans and specifications for
<br />park improvements. On June 4, 2024, City Council allocated $4,000,000 towards
<br />construction of park improvements.
<br />The Centennial Park Improvements Project (No. 22-2755) will consist of developing the
<br />southwest area of Centennial Regional Park and will feature a walking trail, access and
<br />connection to the Santa Ana River, a lakeside event area, picnic areas, fencing, site
<br />lighting, security cameras, open space, automated irrigation system utilizing reclaimed
<br />water, water wise landscaping, a dog park area, restroom building with dog wash area,
<br />and a new parking lot with a drop-off area (Exhibit 2).The project intends to enhance a
<br />4.57-acre undeveloped area of Centennial Park with grass and passive open free play
<br />fields with active programming and activities described above.
<br />A copy of construction plans, contracts, specifications and all related reference
<br />materials, such as The Greenbook, are available for public review at the City's Public
<br />Works Agency, Central Files office located in City Hall.
<br />Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, the City notified a total of 80
<br />regional vendors via PlanetBids, many of which are Santa Ana based. Furthermore,
<br />staff specifically reached out to Santa Ana vendors to encourage their participation in
<br />bids. A total of seven bids were received. One bid was received from a Santa Ana
<br />based contractor.
<br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br />newspaper on October 11, 2024 and October 16, 2024. The project was also advertised
<br />in PlanetBids from October 8, 2024 to November 27, 2024. Bids were received
<br />electronically via PlanetBids on November 27, 2024. No bid protest was submitted by
<br />any of the bidders during the bid protest period.
