AYES: Evans, Yamamoto, Bricken, Ortiz, Garthe, <br /> Brandt, Ward <br /> <br />NOES: None <br /> <br />ABSENT: None <br /> <br />CA 78.5a <br /> <br />PUBLIC HEARING <br />NBGATIVE DECLARATION <br />SEISMIC SAFETY & SAFETY ELEMENT <br />AMENDMENT TO GENERAL PLAN <br /> <br />The Mayor announced <br />that this was the <br />time and place for <br />the Public Hearing <br />on the Negative <br /> <br />Declaration and Seismic Safety and Safety Element Amendment <br />to the General Plan, and he opened the Public Hearing. <br /> <br />Council received Planning Commission Resolution No. 6069 <br />recommending acceptance of the Negative Declaration and <br />approval of the Safety Elements. <br /> <br />The Clerk of the Council reported that no written communica- <br />tions had been received. <br /> <br />The Mayor called for testimony from proponents or opponents. <br />There was none, and he closed the Public Hearing. <br /> <br />The Negative Declaration was received and filed on the <br />unanimously approved motion of Councilman Yamamoto, seconded <br />by Councilman Evans. <br /> <br />RESOLUTION NO. 75-61 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA ADDING A SEISMIC SAFETY ELEMENT <br />AND A SAFETY ELEMENT TO THE GENERAL PLAN was adopted on <br />motion of Councilman Yamamoto, seconded by Councilman Evans, <br />and carried on the following roll call vote: <br /> <br />AYES: Yamamoto, Evans, Bricken, Ortiz, Garthe, <br /> Brandt,-Ward <br /> <br />NOES: None <br /> <br />ABSENT: None <br /> <br />CA 78.3h <br /> <br />PUBLIC HEARING The Mayor announced <br />REVISED VEHICLES FOR HIRE that this was the <br />ORDINANCE time and place for <br /> the Public Hearing <br />on the revised Vehicles for Hire Ordinance, which had been <br />continued from the April 21 Council meeting. <br /> <br />Council received the report from the City Attorney dated <br />April 22, 1975, regarding the proposed amendments to the <br />ordinance, which would provide for safety inspection by the <br />California Highway Patrol; additional grounds for revoca- <br />tion of Certificates of Convenience and Necessity;terminol0gy <br />clarification; procedure for application for supplemehtal <br />certificates; and an increase in the business license tax <br />from $50 to $100 per vehicle. <br /> <br />The Clerk of the Council reported that copies of the proposed <br />ordinance had been mailed to all present holders of Certifi- <br />cates of Convenience and Necessity prior to the Hearing, and <br />that there had been no written communications received. <br /> <br />The Mayor called for testimony from the proponents or opponents. <br /> <br />Mr. Larry Gaines, President of Yellow Cab Company, 511 East <br />Third Street, stated that it would be helpful to his company <br /> <br />CITY COUNCIL MINUTES <br /> <br />187 MAY 5, 1975 <br /> <br /> <br />
