and the company's patrons if the $50 per vehicle business <br />license tax per year could remain in effect rather than <br />approval of the recommended $100 per vehicle; that the <br />increase will make it the highest of any business license <br />tax in Orange County. He further requested Council to <br />reconsider the need for two inspections per vehicle per <br />year in favor of a requirement for one inspection per year <br />by the California Highway Patrol with periodic inspections <br />by the Santa Ana Police Department. <br /> <br />Mr. George Brazier, Manager of the Blue-White Cab Company, <br />1001 Logan, referred to Section 38.8a of the ordinance pro- <br />viding for supplemental certificates, and stated that it <br />would be a handicap; that he needs the flexibility to .operate <br />the number of taxis needed to meet the customer demand; <br />that because of the variables in the taxi operation, break- <br />downs, 1Qng distance trips, etc., twelve permits are not <br />always enough to meet the number of requests for taxi service <br />that are received; and that.a solution might be to allow each <br />company to operate the number of taxis that the calls warrant. <br /> <br />Mrs. Kathy Hatrick, dispatcher for Blue-White Cab Company, <br />2056 South Halladay, described a typical situation which <br />substantiated Mr. Brazier's statements. <br /> <br />Mr. Jim Burnett, 10661 East McFadden, stated that there was <br />a need and necessity for additional Santa Ana taxi permits. <br /> <br />Mr. Larry ~aines stated that the ordinance does give each <br />taxicab operator extra permits through the application proce- <br />dure outlined in Section 38.8a, and in addition the City <br />controls the taxis' safety and insurance requirements. <br /> <br />There were no further proponents or opponents, and the Mayor <br />closed the Public Hearing. <br /> <br />ORDINANCE NS-1237 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING SECTIONS 38-1, 38-2, 38-3, 38-20, <br />38-20a, 38-38, 38-39, 38-40 AND 21-72 OF THE SANTA ANA <br />MUNICIPAL CODE, REPEALING SECTIONS 38-2a OF THE SANTA ANA <br />MUNICIPAL CODE, AND ADDING SECTIONS 38-1.1 THROUGH 38-1.27 <br />AND SECTIONS 38-3.1 THROUGH 38-3.20 AND SECTION 38-8a TO <br />THE SANTA ANA MUNICIPAL CODE, PERTAINING TO THE REGULATION <br />OF VEHICLES FOR HIRE AND TO THE DEFINITIONS OF TERMS, THE <br />APPLICATION FOR AND ISSUANCE OF CERTIFICATES, THE INSPEC- <br />TION OF VEHICLES AND THE PERMIT FEES AS PROVIDED IN SUCH <br />REGULATIONS was placed on first reading, on motion of Coun- <br />cilman Yamamoto, seconded by Councilman Evans, and carried <br />on the following roll call vote: <br /> <br />AYES: Yamamoto, Evans, Bricken, Ortiz, Garthe, <br /> Brandt, Ward <br /> <br />NOES: None <br /> <br />ABSENT: None CA 26 <br /> <br />CITY COUNCIL MINUTES <br /> <br />188 MAY S, 1975 <br /> <br /> <br />
