Councilman Brandt stated that, in view of the horrendous <br />problems facing the Council, he could only support on a very <br />limited basis some method of communication, perhaps on the <br />back of the utility bill, or a sheet included with it, some- <br />thing that would cost significantly less than the present <br />News Story. <br /> <br />Mrs. Boer stated that the contractor should be penalized <br />for failure to deliver under the terms of the contract. <br />She also suggested that the News Story should be printed <br />only in English, or, in fairness to all, in six or seven <br />other languages, not just Spanish and English. <br /> <br />Councilman Bricken stated that the next three months would <br />provide a good opportunity to test the news media to see if <br />the City can communicate the same information through them, <br />so that a current evaluation of the local newspapers' ability <br />to communicate the same kind of information will be available <br />when the News Story is considered at Budget sessions. <br /> <br />The report from the Public Information Officer was received <br />and filed, and staff was instructed to continue its research <br />to improve the delivery system and to reduce the cost of <br />the system, on motion of Councilman Ward, seconded by Council- <br />man Brandt, and carried unanimously (7-0). CA 152.4 <br /> <br />APPLICATION FOR <br />COMMUNITY DEVELOPMENT FUNDS <br /> <br />at the request of Mr. George Estrada. <br /> <br />Council next con- <br />sidered Agenda Item <br />59, deferred from <br />the afternoon meeting, <br /> <br />Mr. Estrada, 517 East Adams Street, reported that Mr. John <br />Saavedra, representing the Delhi Organization, could not <br />attend the meeting as planned, and that he (Mr. Estrada) had <br />no comments on the matter. <br /> <br />Council received the report dated April 28, 1975, from the <br />Santa Aha Human Relations Commission, regarding the City's <br />applicatio~::for. Community Development Funds, prepared in <br />accordance with the City Council direction of April 14, to <br />investigate three items regarding community problems: <br /> <br />1) Alley problems and other problems in Santa Anita; <br /> <br />2) Problems of the southwest Santa Ana area; and <br /> <br />$) County Human Relations Commission complaint on <br /> Santa Ana's CD plan. <br /> <br />Included with the report was the resolution of the Human <br />Relations Commission dated April 25, 1975, making recommenda- <br />tions regarding the CD plan. In addition Council received <br />tke report dated April 28, from the City Manager, concerning <br />the City's application for CD funds, and responding to the <br />complaint filed by the Orange County Human Relations Commis- <br />sion against the Community Development application of the <br />City with the U.S. Department of Housing and Urban Development. <br /> <br />Council approved the Human Relations Commission report, <br />and directed that staff submit it to the U.S. Department of <br />Housing and Urban Development, to the Orange County Human <br />Relations Commission, and to the Orange County Board of <br />Supervisors, on the unanimously approved motion (7-0), of <br />Councilman Brandt, seconded by Councilman Evans. <br /> <br />Acting on the,City Manager's report, the City Council directed <br />the City Manager to cite the findings and the resolution of <br /> <br />CITY COUNCIL MINUTES <br /> <br />192 MAY 5, 1975 <br /> <br /> <br />
