<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />N-5 Noise insulation would be installed to ensure that California's title 24 interior noise <br />standard of 45 dBA CNEL is achieved for those residences abutting Main Street, <br />Memory Lane and Lawson Way. This noise insulation would include sound rated <br />doorways, windows, baffling and other measures to ensure compliance of the interior <br />noise standard, An acoustic engineer shall be retained during the design and installation <br />of the noise insulation to ensure the required level of noise attenuation meets interior <br />noise standards, An acoustical report shall be prepared and approved that identifies the <br />building materials needed to meet the Title 24 Interior Noise Standard. <br /> <br />Level of Significance of Impacts Related to Operational Interior Noise Impacts <br /> <br />The adverse impacts of the City Place project related to operational interior noise will be <br />mitigated to below a level of significance based on the implementation of mitigation measure N- <br />5, <br /> <br />4.2.5 Impacts Related to Traffic <br /> <br />Findings Related to Impacts at Intersection of Main Street and La Veta Avenue <br /> <br />Changes, or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />Facts in Support of the Finding Related to Impacts At the Intersection of Main Street and La <br />V eta Avenue <br /> <br />As discussed in Section 4,9 of the EIR, for the 2006 traffic conditions, the intersection of Main <br />Street and La Veta Avenue will operate at unacceptable LOS E both with and without the project <br />during the PM peak. The implementation of mitigation measure T-I and T-2 below will improve <br />the level of service to acceptable LOS D in the PM peak for both opening year (2006) and 2025. <br /> <br />T -I Prior to the issuance of certificate of occupancy permits, and subject to the approval of <br />the City of Orange, the applicant shall restripe the intersection of Main Street and La <br />V eta Avenue to provide an additional northbound through lane and convert the existing <br />westbound right-turn lane to an optional thru-right turn lane. <br /> <br />T-2 Prior to the issuance of building permits the applicant shall pay Transportation System <br />Impact Area fees to be deposited with the joint powers authority, <br /> <br />Level of Significance of Impacts Related to Impacts at the Intersection of Main Street and La <br />Veta A venue <br /> <br />The adverse impacts of the City Place project related to impacts at the intersection of Main Street <br />and La Veta Avenue will be mitigated to below a level of significance based on implementation <br />of measures T-I and T-2. <br /> <br />U: \DBottlwp5 J I City Place findings. doc <br />September 29, 2004 <br /> <br />Page J 5 <br /> <br />75A-137 <br /> <br />
