<br />City Place Focused Environmental Impact Report <br /> <br />Responses to Comments <br /> <br />. 7,000 square feet of retail uses <br /> <br />. 2.000 square feet of retail or restaurant area <br /> <br />SECTION 4.0 EXISTING CONDITIONS, IMPACTS AND MITIGATION MEASURES <br /> <br />Section 4.3 Air Quality <br /> <br />Section 4.3.4.2 Sensitive Receptors <br /> <br />The following replaces the second sentence on page 4.3.8 of the City Place EIR by reference to <br />clarify sensitive receptors near the project site. <br /> <br />Sensitive land use receptors in the vicinity of the project site include an elder care facility east of <br />the project site, Santiago Park and the Park Santiago Neighborhood to the south and a residential <br />condominium complex to the north of the site on Town and Country Road. <br /> <br />Section 4.3.8.1 Construction Phase <br /> <br />The following dust control measure has been incorporated as mitigation AQ-5a to adhere to Rule <br />403 and new regulations which become effective after January 1,2005: <br /> <br />AQ-5a After January 1. 2005. no person shall conduct an active operation with a disturbed <br />surface area of five or more acres. or with a daily import or export of 100 cubic yards or <br />more of bulk material without utilizing at least one of the measures listed in <br />subparagraphs (d)(5)(A) through (d)(5)(E) at each vehicle egress from the site to a paved <br />public road. <br /> <br />(A) Install a pad consisting of washed gravel (minimum-size: one inch) maintained in <br />a clean condition to a depth of at least six inches and extending at least 30 feet <br />wide and at least 50 feet long. <br /> <br />(B) Pave the surface extending at least 100 feet and at least 20 feet wide. <br /> <br />(C) Utilize a wheel shaker/wheel spreading device consisting of raised dividers (rails. <br />pipe. or grates) at least 24 feet long and 10 feet wide to remove bulk material <br />from tires and vehicle undercarriages before vehicles exit the site. <br />(D) Install and utilize a wheel washing system to remove bulk material from tires and <br />vehicle undercarriages before vehicles exit the site. <br /> <br />(E) Any other control measures approved by the Executive Officer and the U.S. EP A <br />as equivalent to the actions specified in subparagraphs (d)(5)(A) through <br />(d)(5)(D). <br /> <br />The following language has been incorporated into mitigation measure AQ-4 to address air <br />quality issues during construction activities during first stage smog alerts. <br /> <br />U: \DBott\wp5J \ City Place Council Change Clarifications. doc <br />January 2005 <br /> <br />C-6 <br /> <br />75A-276 <br />
