<br />City Place Focused Environmental Impact Report <br /> <br />Responses to Comments <br /> <br />AQ-4 All grading activities shall be scheduled to avoid first stage smog alerts. All grading <br />activities that result in dust generation shall cease during second stage smog alerts and <br />periods of high winds (i.e., greater than 25 mph) if dust is being transported to off-site <br />locations and cannot be controlled by watering. <br /> <br />Section 4.7.5.1 Construction Noise <br /> <br />The following mitigation measure has been incorporated into the City Place EIR to further <br />reduce potential construction related noise impacts. <br /> <br />N-6 Construction operations for the proposed proiect shall be limited to 7:30 AM to 4:30 PM. <br />Monday through Saturday. and no construction operations on Sunday or Federal <br />Holidays. <br /> <br />Section 4.8 Parks and Recreation <br /> <br />The following discussion has been incorporated into the City Place EIR to clarify how the <br />project would meet its public open space requirement. <br /> <br />Through the proposed proiect's Development Agreement. the proiect's public open space <br />requirements would be met through the payment of in-lieu fees. The in-lieu fees would be <br />directed to Santiago Park to fund new park improvements or maintain existing park facilities. <br />Santiago Park would provide park and recreation opportunities to residents of the City Place <br />proiect. To access Santiago Park from the City Place proiect site. residents would need to cross <br />Memory Lane. a six lane maior arterial. The only crossings to Santiago Park would be at the <br />intersection of Main Street/Memory and Lawson Way/Memory Lane. To facilitate pedestrian <br />access for residents of the City Place proiect to Santiago Park. a signalized pedestrian mid-block <br />crossing should be provided on Memory Lane. between the City Place proiect and Santiago Park. <br /> <br />Section 4.8.5 Parks and Recreation Mitigation Measure <br /> <br />The following mitigation measure has been incorporated into the City Place EIR to further <br />minimize park and recreation impacts. <br /> <br />P-4 Prior to the issuance of the first certificate of occupancy permit. the applicant shall fully <br />pay to install a signalized pedestrian mid-block crossing on Memory Lane from the City <br />Place proiect to Santiago Park. <br /> <br />Section 4.9 Transportation and Circulation <br /> <br />The following discussion regarding short-term construction related traffic impacts has been <br />incorporated into the Draft EIR. <br /> <br />U: \DBottlwp5 J I City Place Council Change Clarifications.doc <br />January 2005 <br /> <br />C-7 <br /> <br />75A-277 <br />
